And if you follow the gov- ernment's line of thinkîng, we're ail getting used to the idea by now. Not quite. As businesses and consumers are daily reporting, a more accurate picture of the GST shows a great deal of con- fusion and anger. A number of consumners, for example, are upset with the tax and refusing to pay the GST. Revenue Canada, responsible for the transîtionai mess, recently issued this response: "It's no skin off the govern- ment's nose if consumers don't pay, because the law forces busi- nesses to pay the tax on the goods and services tbey seil. The thing people have to remember if they refuse to- pay the GST is tbey are only hurting the businesses-they are not hurt- ing the government at ail." According to John Bullocb, president of the Canadian Federation of Independent Business, this is just another example of the government's insensitivity. "The government's indif- ferent, insensitive attitude is unforgivable at a time when small businesses need as rmuch support as possible to impIe- ment this new tax; a tax that was vehemently opposed by smail business and consumners," Bulloch said. Sbowing his customary lack of support, Revenue Minister Otto Jelinek stated early in the nwyear, "smaller businesses that waitedi until the llth hour to get ready for the GST got caught with their pants dlown. " "Jelinek's remark was un- fairly aimied ai business people who don't have the luxuiry of computer departments, extra staff and accounitants to cope with a federal tax imnposed over nine different provincial taxes. " Builloch said. "It was very in- sensitive an-d very crude-these are people going around the dlock trying to figure out the new system," Bullocb said. Bulloch points out that the GST represents the most mamn- moth Fiscal change since federal income tax was introduced in 1917. While the business com- munity struggles to comply with the confusing new tax, Jeiinek appeared on television, pro- claiming the GST will seil itself and won't be an issue in six months or the next federal election. The GST will seli itself?! Clear evidience indicates other- wise. More than 14,000 catis per day were at Ieast înitially coming in to the federal govern- ment's GST consumer informa- tion office. "The worst chaos is coming from the different treatment of the GST and the provincial sales tax (except Alberta) at the cash register," Bulloch added. "Some provinces allow vendors to include both taxes in the price, others want both taxes shown on the cash register tape. Some provinces apply their tax on top of the GST and others don't. The cash register compa- nies are going crazy." Despite the continuous dlaims by Jelinek that every- tbing is just ducky with the GST, he bas at least on four occasions eitber directly re- fused, or pulled out at the last minute on appearing with CFIB spokespersons in media inter- views on this issue. It seemns that he wants to be the good doctor in trying to assure the public that the implementation of the GST is in healtby shape, while at the same time hiding in the woods when asked to respond publicly with officiais from our small business organization who differ with bis cdaims. Orange Chiffon Cake A light, fresh tasting cake, per- fect for any dessert occasion. 2 cups sifted cake 500rmL and pastry foeur 1 '/2 cups sugar 375 mL 1 tbsp baking powder 15 niL V/2tsp salt 2mnL 8eggs, at room temn- 8 perature, separated '/2 cup vegetable oil 125 niL 1/2 cup milk 125 mL 1 tsp grated orange 5 nmL rind 14 cup fresh orange 50 mL juice 1/2 tsp cream of tartar 2 mL Citrus Glaze icing ln large bowl, sift together f our, sugar, bakdng powder and sa]It. Maire a well in centre;ý add egg yolks-, oil, milk, orange rind and juice. Stir until smooth. Beat egg whites with creamn of tartar until stiff peaks form. Gently fold one-third whites into, flour mixture; then fold in remaining whites. Pour into ungreased l0-inch (25 cm/4L> tube pan with re- movable bottomi or non-stick Bundt pan. Bake at 325'F (160'C) for 1 hour or until top springs back when gently touched. Invert to cool, then remove from pan and glaze. Citrus Glaze Icing: Combine 1 '/ cups (375 mL) icing sugar, 1 tsp (5 mL) grated orange rind and 2-3 tbsp (30- 45 miL) orange juice, mixing until smooth. Variation: lnstead of orange, try lemon rind andjuice, or a combination of both. Makes 8 - 10 servings.
