Report f rom Oftawa Ross Stevenson February being so gloomy, with ail the snow and plummeting temperatures, it perhaps was an appropriate time for gloomy predictions. Fortunately, they were tempered by somne good hints of btter days ahead. The gloomn last week camne from an independent research group, the C.D. Howe Institute. It warned that unless al governments reduce their deficits, foreign investors could be fightened away. They'd refuse to tend us money by flot buying Canadian bonds. Actually, that wasn't news to anyone who follows government affairs. Roducing the deficit by restraints on spending -- a key recommendation of the C.D. Howe report bas been a top priority since the present federal government first was electod in 1984. Taxes are nover popular, but they're another major factor in bringing down the debt and deficit. Ottawa accounts for less than haif of al government spending in Canada. So we have to ho concerned about the recent debt explosion at the provincial level. Fortunately, Ontario and the other provinces now see-m to recognizo this and are prepaing appropriate Measures. Balancing things somnewbat, we also heard last week that with Europes dcopening econonuc and political problomrs, investors there are looking at Canada with renewcd interest. Despito the effects of the recession, European investors are impressed by our low inflation, strong export sales, and our expanding potenial for much higher exports resultmng from the Canada-U.S. and North American Trade Agreements. Ail such investment translates into addi tional jobs for Canadians. More of last week's btter news came ftom the south, in President Bil Clinton's address to Congross. Thle extensive spending cuts and tax increases, along with tax incentives to create jobs in private industry -- ail these have long since been implemented here as part of our federal governmont's debt reduction programl. Perhaps we should spare some sympathy for our neighbours in the U.S. Painful as it was, Canadians already have bit that bullet and the worst austerity measures are hohind us. There's no need ta ho smug, but we do have reason to ho pleased that the new administration in Washington is foilowing where Canada led. There's some irony there as well. On occasion we've been told that Canadas problems stemmed from wanting an impossible combination -- European-style programs and low tax rates like those in the U.S. Now our taxes won't look so severe. As 1 have understood President Clinton's remnarks, it appears his administration is directing the U.S. into dloser harmony with us. Higher incomne and energy taxes, expenditure restraint, a national health cure system, perhaps a GST-type of value-added tax -- those should ho familiar ta Canadians. Could il h, contrary te ail the worst predictions about ftee trade by our ultra-nationalists, that instead of turning Canada into a carbon-copy of the U.S., the opposite is happening?
