Got anything going around Uxbridge that I could join?" 'Me resuit is that he is now tbe National Party candidate in Durham for the October 25 general election. Mr. Willaim Henry Pope was born in Ottawa in 1923. In bis early years be attended schools in Quebec City, England and Ottawa. In 1939, be joined the Militia and entered tbe Royal Military Callege in 1940. He graduated as a lieutenant. After serving overseas for a sbort period be was promoted ta captain. After tbe war, from 1945 ta 1952, Pape beld variausstaff and regimental appointments in Canada. In 1952 - 53, be served witb tbe lst and 3rd battalions of Royal 22 Regiment, as infantry company commander. He was awarded tbe Military Cross and promoted ta major. He graduated from Army Staff College, Kingston, in 1954. He continued bis education fromn 1955-57 at Sir George Williams University, wbile working as General Staff Officer in Montreal. He obtained a BA and BSc in political science and pbiosopby, and completed a year towards MA in philosophy at McGill. His career as a publisbed writer began in 1957 with tbe publication of an essay in the, CanAdin Army Journal. His military career continued up until DurhamCoîlege, tops 4000 ti fuil-time enroîment For the first time in its istory Durhamu College bas topped the 4,000 mark in full-timne enrolment. The total of 4,008 includes ail full- time students registereti in approved post-secondary programs and the full-time equivalent in part-time students making Durham College the fastest growing college in Ontario over the past two years. Last year the total post secondary enrolment was 3636. ,The survey of enrolment as of September 10, 1993 showed 672 students in Technology programs, 968 in Business progranis, 1711 in 1959. He ran as an NDP candidate, in Ward 2, Toronto in 1966, and in Toronto-St. George in, 1967. Beginning in 1967, he became a ful-time lecturer in Econamics at Ryerson, andi a part-time lecturer in Economics at tbe University of Toronto, and York University. He retired early ta, devote more time. ta bis writing career. Pope bas done much research and writing on economic policy aver the past twenty years. In 1986, Pope was the founding member of tbe Committee on Monetary & Economnic Reform, and serveti on tbe 14 member executive board. After being non-partisan from 1976, believing tbat all tbree parties were deficient in tbe economic policies concemning tbe acbievement of full employment witbout'inflation, Pope will now be running for the National Party. 1Pope is married ta Sheila Kathleen Dancey, formerly of 0O'shawa. For the non-smoker this is generally good news. Smokers do not feel the same way. Neither do many businesses. Two businesses came forward at Councîl on Monday night to oppose this new by-law. 1Mr. Kevin Anyan, of the King Street Bar & Grill is disappointed by the need for the by-law. He feels that it should be left ta the discretion of the establishment. He does understand the social pressures. He was told that the rules regarding the amaunt of space set aside for smoking will change throughout the course of a day in an establishment such as his. During the day, when food receîpts are more, he will need ta provide more non-smoking sections. At night, when alcohol receipts are mare, there wil not be as much non-smoking space needed. Another business that came forward ta dispute this by-law was Duey's Taxi of Newcastle. Smoking, or not smoking, is a matter of courtesy says Paul Westwood, of Duey's Taxi., SIf a pregnant lady or a child are in the taxi we refrain from smoking. Otherwise, the driver will always ask if it is okay if they smoke. Counilor Dreslinski pointed out that there has been a by-law in place since 1974, that does not permit the driver ta smoke while there is someone else in the car. Correspondence has been received by the Municipality of Clarington from Acres International Limited on their revîew of the IWA Landfiil Search in the Durhami Region. The report states that "the IWA's work represents a great deal of time and effort whicb perbaps, because of the compressed time span,' has left a number of unanswered questions and may account for what we consider to be some important methodological weaknesses". The report describes these weaknesses in detail. Some of the faults that the report finds are that the IWA consîstently contradicts their mandate, tbeir metbods may lead ta arbitrary and inconsistent conclusions. Councillor David Scott agrees with the findings of this report, saying that the IWA can make ail data retroactively fit their choice." He believes that there is no reason wby the IWA is going ta listen, and bas suggested that a copy of the report be sent immediately ta Premier Bob Rae, and ta the Minister of the Environment.
