Orono Teen, wins top award Sixteen year old Tanya Allun of Orono was presenit at the recent 1993 Ontario Morgan Horse Clubs Annual Award Banquet in Toronto to accept a special award. The entbusiastic youth competiter from the Trillium Morgan Horse Farm was named the Canadian Morgan Horse Club's, Youtb of the Year, representing the province of Ontario. Tanya also took borne other top placings, including the 1993 Ontario Morgan Horse Club's Youth English Pleasure Championship. We will examine the economîc situation of the province and the effect ibis bas on our spending and revenue. We will also examine the challenges we must deal with in the next budget and the options we have for dealîng with theru. Everybody knows that Ontario has been through a devastating recession. What you may net know is that last ycar, for the first time in three years, the Ontario cconomy producced more jobs than wcre lost. This year, job ereation is picking up and the economny is expanding. In fact , most forecasters predict the recovery in Ontario will outstrip growth in ail major industrializcd countries (G-7) over te next four years. The strengthening of the cconorny means rencd hope for ît-hç ihousands of Ontarians who ilhcir jobs during the reecssion, and growing conIden(ce arnong husinesses and Invest<)rs. This was a personal victory for Tanya, as she trained and presented the mare herself to this championship win. How can Ontario improve the effectiveness of its current investment programns? Are there otber approaches or strategies which could be pursued? Are there other avenues the Government should be pursing to ensure wemen receive a fair share of benefits and opportunities? The process of restructuring programs must, and will continue. This poses the nexi questions: How should lte Govcrmcent continue to work towards lowering costs while improving vital public services? How can Ontario work with the federal goveroment and municipalities to strcarnline dclivcry of services and reduce ovcril a ad duplication? Tbat's why we implemented the Expenditure Control Plan and the Social Contract. The Govemnment is also aware of the problem of the underground economy and bow il means honest taxpayers have to pick up more than their fair share of the cost of public services. Do you îhink Ontario should integrate the Ontario sales tax into a new national sales tax system, as recommended by tbe Fair Tax Commission? What do you tbink about the idea of a national wealth transfer tax? Should provinces bave great control over personal income tax policies than they do now? Do you agree that school taxes should bc raised fromn other sources, primarily from personal income tax? Do you think the Ontario Government sbould combine the current tax reduction program for low income earners and the tax credits for property tax into a new refundable credit delivered on the basis of family income? And lastly, wbat suggestions do you have on how the Government should address the issue of the underground economy? Let me know your tboughts on these issues. While discussing the upcoming budget, in your home and with your family, it will be crucial for you to consider the impact on our Government, through the decision by the Federal and Quebec government to slash taxes on cigarettes, which have now been forced on us. The loss of an estimated $500 million in tobacco tax receipts, not counting the health care costs associated with the move, will make it that more difficuit to draw up Ontario's budget. This will make it even harder to combat the deficit. And everyone should understand that without any tax increases, programs will be cut or even cancelled. Couple this witb the federal "cap" on provincial transfers, and its easy to see we are now in a bigger pickie than we were with the Mulroney Tories. Remember the media headlines just before Christmas, as how the NDP Oovernment were taking "Christ out of Christmuas" ovor a building manager who took it upon himself to make some Christian decorations rules. It was front page, bold beadline news, in botb the Toronto Sun and Toronto Star, and even prompted "sound- bite politics" in the Legislature from "Irritant of the Year" nominee, Conservative Leader Mike Harris. Last week,. up in Ottawa, the Feds decided to take Jesus and ite Royal Family out of tbeir daily prayers, and that news just managed te make page 14 of the Toronto Star. Their new prayer, unanimously approved, was drafted as the old prayer, "left out those of other faiths. and was riddled with archaic language", they aIl said! If we bad done that down at Queen's Park, that debate would still be raging out of control, fanned by the Toronto media. Oh for inder, gentler, and fairer news reporting.
