No. 9 ORONO, ONTARIO, WEDN~SDAY, MARCH 9,1994 On the Kirby.School Ecology- Trail Major Road project being considered for Orono 1If the provincial Ministry of Municipal Affairs gives approval to a number of Clarington projects the municipality is preparcd te spend a total of $3,750,741 under the Canada- Ontario Infrastructure Works Prograin. Under the progrm the federal govcrnment along with the provincial government and the municipaiity will share the costs. The municipality will also pay an additional amount of $ 120,000. The projects arc expected to be completed by the end of lune 1995. The projects in Clarington arc. sbared between pubic works and commnunity services. In die public works department it is proposed to reconstruct Station Street west of Main and the construction of a new road from Station Street te Princess Street ail of which is te be undertaken to urban road standards and would include the construction of a sidewalk. The project requires the purchase of lands betwecn Station and Princess Street. Upon compîction of the project Princess Street would bc closed at Main Street and entrance to Uic park would bc made over Uic ncw road. Twcnty volunteers from the Clarke area took part in the forum. They broke up into rcee groups to discuss Uic problems and report. The late afternoon and evening was spent in discussing the strengths of the local school system as well as setting key issues and suggesting recom- mendations that wcrc felt te bc warrant. Many spoke of the sense of community within Uic Clarke area which was also a feature of the local educational system. The group favoured the opening of communications such as Uic forums were providing and they spoke of the safe environments wiUin the schools. The use of phonics te assist with reading opened possibly Uic major issue of the cvening for the majority of those in attendance. One after anoUier spoke of their support for phonics and were opposed te whole language method of teaching rcading. Mr. Kennedy did state that when deficiencies are noted Uiey do endeavour corrective measures as soon as possible. It was also suggested that students should be graded and given more of a challenge. A report to coundil members from Marie Marano, treasurer suggests an average housebold decrease of 0.83 percent. The decrease cornes about due to a reduction in the fiat rate garbage charge which in 1993 was $ 145.00 and which in 1994 is proposed to be set at $ 140.00. -Both the residential and commercial tax rate has been increased by a meagre amount of 0.05 percent. In 1993 the mill rate was decreased by 0.05 percentand increased in 1992 by 1.4 percent and in 1991 by 4.8 percent. The flat rate garbage rate was set at $15Ô.00 in 1991 and was dropped to $145.00 in 1993 and to $ 140.00 for 1994.
