Oron W'eklylme, Wenesay, eceber20, 1995 - 15 Letter to the Editor Welfare Reform 1 understand and appreciate Premiere Harris's view with respect to reducing welfare costs. I also understand and appreciate the, view of those who wish to protect the social safety net. The reality, howev- er, is, that unless both factions take step back -and examine the real problemn, all Canadians will suifer the consequences. 1The real problem is that over the past decades e have experi- enced both economic and demographic changes and new social policies are now required to deal with these changes. Just as workers' unions, medi- care, welfare and other policies were adopted in the past to meet the socio-economic demands of the past 50 must new policies be formulated to deal with the current times and issues. Today we have a significant- ly large younger unemployed population whlch is on some form of govemnment assistance. At the same time we have a large aglng population whlch i the past supported and funded the social programs. This group is now in need of some of its' own social assistance. In other words the recipients are outgrowing the contributors. It must be recognized that in light of the technological advances, it is unrealistic to believe that enough xiew job opportunities can be created in the conventional market place s0 as to absorb the unem- ployed. There does existan opportu- nity to do what is right and that is to restructure the social safe- ty net, not dismanie it. It is right to assist the eider- ly and to make their lives a lit- tie more comfortable. They have paid their dues. -It is right that everyone has an opportunity to eami a living with dignity and satisfaction. What greater opportunity for a rewarding career ti3an in help- ing those who he1pêd you.1 It is right to exçpect that everyone contributê to the best of their ability and, to ensure that their contriblutions are wisely used for the general good of ail. By simply relêcating the unutilized manpower of the younger generatiori to assist in the care of the eldef!Y enormous savings can be hàÎ1 in overali government expenditures flot to mention the enorml@us ImlprOve- ment to,-the digfiitY to both group., - jphn Winters Bowrnlile, Ont.
