"MNR'Us proposed red tape changes will ensure that $11 million in forest renewal money continues to be dedi- cated ta aur forest," said Mr. Hodgson. "Another key red tape change will improve MNR's planning on Crown land. We will maintain aur ability ta manage natural resources sustainably." MNR will protect forest renewal funds by amending the Crown Forest Sustainability Act ta clarify that funds dedlcated by the forest industry ta the provin- cial Forest Renewal Trust fund are Crown assets for for- est renewal. This arnendment. avoids the risk of these funds being subject ta federal taxa- tion. AIl the money in the renewal trust fund will be avallable for forest renewal. This is consistent with the original intent of the Crawn Forest Sustainability Act. "MNR's Red Tape changes will affect 17 pleces of legisla- tion and eliminate unneces- sary regulations. The changes are part of the governrnent's comniitinent ta reduce the costs of government while improving public service," Mr-. Hodgson said. Changes ta the Public Lands Act will improve MNR's land-use planning process for Crown land. MNR will set clear rules for apprapriate, environmentally sensitive development and give indus- tries workting on Crown land more certainty about malng business decisions. Changes ta, Ontario Parks legisiation wlll Increase the maximum fine for damaging park natural and cultural heritage and other offences ta $25,000, from $5,000. Changes will also allow MNR ta enforce dlean-up and repair orders. Lakes and Rivers Improvement Act changes emphasize public safety, Increase the level -of fines, strearnline the approval pro- cess of construction and repair of dams and add the abllity ta issue a stap-work order consistent wlth pratect- Ing public health and safety. MNR will streamline forestry legislation by reduc- ing il Acts ta five and by repealing outdated legisia- tion. Key elements of five Acts will be consolidated into a proposed new Forestry Act that will caver MNIRs com- mitrnent ta assisting forestry on private land. To help pro- tect valuable private forests, fines are being increased for improper cuttlng of trees.
