Wednesday, November 18, 2009 Orono Weekly Times - 3 Ward's property to be sold Clarington council decided last week to sell Richard Ward's property for back taxes. At last week's council meeting, Clarington Council voted unanimously to proceed with the tax sale process on Ward's property at 3709 Region Rd. 9, the south east corner of Region Road 9 and Hwy 115/35. According to Ward, the taxes levied against his Kirby property have been excessive. "The amount MPAC (Municipal Property Assessment Corporation) has assessed is excessive," Ward told Committee members at this week's meeting. Ward appeared before Committee of Council on Monday, requesting councillors reconsider their decision to sell his property to retrieve unpaid taxes. Prior to the vote last week, Ward addressed council requesting his taxes be deferred pending an investigation to determine whether or not taxes levied against his property are justified. In a recorded vote, Council voted unanimously to support the Municipal Director of Finance's recommendation to proceed with the Tax Sale. According to Director of Finance, Nancy Taylor, the municipality can proceed with a tax sale when taxes have been unpaid for three years. As a rule, the municipality will not begin sale proceedings until the amount in arrears reaches $10,000, Taylor told the Orono Times on Monday. In addition to his annual tax levee, Ward has had two property clean-up invoices added to his property tax bill. In 2003 and again this year, Ward ran out of appeals to property standards orders on his Kirby property, and the municipality hired contractors to clean up his property and put the cost on Ward's tax bill. "Your Director of Finance assumes the taxes assessed and levied against me are legal," Ward stated. "I maintain since 1996, they are not." "This is not going to go away," Ward warned, "this is based on improper information."
