But, sports fans know that a coach doesn't usually change the line-up when a team is winning. Last week's changes at the cabinet table are the result of a summer of new taxes, new fees and endless backtracking. As expected, the Minister responsible for eco fees, John Gerretsen, was shuffled to the lower-profile Consumer Services portfolio. His replacement in the Environment Ministry is Revenue Minister John Wilkinson, who was chief salesman for the Harmonized Sales Tax. The Minister of Energy and Infrastructure has had his responsibilities reduced. The Energy Ministry is under fire for the controversy over solar power prices and rising hydro bills, along with problems about the accuracy of new "smart meters." Brad Duguid keeps his Energy portfolio. But, the Infrastructure portfolio goes to MPP Bob Chiarelli, who is new to the McGuinty cabinet. In fact, the cabinet has grown by two ministers as the result of the shuffle. The shuffle does not bring to the table fresh leadership or new ideas that Ontario needs. In his 2010 Leader's Address to the Association of Municipalities of Ontario (AMO) Tim Hudak made a commitment to bring more transparency and consistency to the partnership between the province and municipalities. He confirmed he will restore the local decision-making powers that were taken away from Ontario municipalities through Dalton McGuinty's so-called "Green Energy Act." I fully support renewable power. That being said, Ontario's energy developments should only be located where they are welcomed and wanted and at prices people can afford. It's time to give municipalities the authority to consult with their citizens and direct modern, affordable energy investments in their communities. Currently, the Green Energy Act allows unelected, unaccountable bureaucrats at the Ontario Power Authority to arbitrarily override democratically elected municipal governments. Opposition Leader Tim Hudak said this abuse of local democracy is most clearly seen through the proliferation of industrial wind farms throughout the province. Voters put their faith in elected officials to make the best decisions on behalf of communities. That's why we must restore the decisionmaking powers the Green Energy Act took away. Mr. Hudak also repeated his pledge to scrap the Local Health Integration Networks (LHINs) and transfer the $200 million in savings to frontline care. He noted that Ontario's deficit is currently $19.7 billion. At his current pace, Premier McGuinty will single -handedly double our provincial debt by 2012. The Association of Municipalities of Ontario (AMO) represents almost all of Ontario's 444 municipal governments. The annual conference was held earlier this month in Windsor.
