In gathering up the printed bills for distribution to thé members of the Hoii&e that day, some member of the King s Printer's Printer's staff had unwittingly picked-mp and included in the lot copies of the Canadian Northern bill. Thus w fien the P retrnie r <lb<1 the other members strolled into the Chamber to take their places they found copies of the Canadian Northern bill on their desks. That was bad enough in all conscience, but the Premier was To learn that an even more horrible thing haci happened. Copies had also been dutifully left on the desks in the press gaLery. j That ended it all. Every bridge and everything that could do duty for a bridge, had" been burned, and there was no retreating. Almost before the members had taken their seats, the details of the much- speculated-upon bill had been rushed rushed over t-he telegraph wires, and the whole secret was out. It was then that Sir Richard looked looked the facts in the face ancV quite clearly realized that something heroic must be done. Tkere~was.no way out of the difficulty but to advance. advance. Once again lie called upon his Gargantuan urbanity, and this time he used the precious saving grace to the very uttermost shred, for great was his need. All traces of annoyance, all vestiges of vexation* vexation* that has its root in unprepared- ness, were carefully purged from his tones, and the thing was done. But there were those in tbe_galier- i es w ho afterwards said that for the first time in their lives they had seen Sir Richard really, unmistakably unmistakably nervous. * ; ABSOLUTELY PURE Insured the most delicious and healthful food By the use of Royal Baking Powder a great many more articles of food may b readily made- at home, all healthful, delicious, delicious, and economical, adding much variety and attractiveness to the menu* The " Royal Baker and Pastry Cook,** containing five hundred practical receipts for all kinds of baling and cookery, free. Talés of terrible scenes of torture in Mongolia and Central Asia are told by Mr. Alexis Pekokoff, ■ who made an extensive tour through the country. . "It is no exaggeration, he says, "to say that Bokhara is one of the most uncivilized districts in Central Asia---uncivilized, that is, in the real meaning of the term. - Since 1868 the district lias really been a Russian province, and is governed at present by Emir Seyid Mir Alim Khan, a highly educated Russian, but the government of the people is carried on with a ferocity which is terrible in its excesses. The Governor Governor has caused many reforms to be passed, and though torture is abolished theoretically, it is not so practically 7 . In one town which I visited I found almost every law being broken by the local governors: governors: A man bad been seized by the guard and was accused of stealing a sheep. In order to make- him confess confess he was laid on a bed and three Tajiks twisted his fingers. He confessed confessed after two fingers were bro ken. In the market place of the town of Hissar- I saw a man executed executed for. stealing a few rubles. The executioner wielded a heavy sword, and the victim was tied in an up- m right position, his throat being A bared. He stood quite still when' the executioner slashed his head off at one blow. « "The prisons I found were tern-. Lie places. They are really holes in the ground about thirty feet deep. The prisoners have a dismal time. Mostly they are in rags; they, get food only about twice or three times a week, and it is quite common for them to go mad.
