Newton Wesley Rowell, a lawyer from Toronto, Toronto, as a member of the Donmuon Parliament from this county, where I bora and raised. was I consented to stand for this position, because it appears to be the only way for the electors of Durham to obtain their, .rights and to give you an opportunity to pronounce upon thé very serious questions before us. I stand as a resident of Durham County, as a representative representative of labour, and of the masses, against autocracy and the entrenched interests. I am opposed to the unfairness of the War-time Franchise Act, especially to that part which allows only a small portion of our loyal women to vote. . I defend the rights and loyalty of our gallant boys, not only in France, but at home. I resent the statement that the-latter are slackers and cowards, and I repeat what I have often said, "that had recruiting not been taken out of the hands of the local officers of the Militia and handed over to favorites of the Government, Government, Canada would have before now enrolled more than the 500,000 men promised, although that promise was made without consulting either the people of Canada or her Parliament." I hold that if those who have taken this serious step of enforcing conscription upon Canada, without first obtaining consent from the" people, had undertaken to conscript wealth as well as men, and had submitted the whole question to the people, we would have more faith in their sincerity, and that the results to follow would be less disastrous. I hold that the issues of this campaign are greater than the single question of conscription. Shall we submit to dictation dictation by the interests as to whether we shall have conscription or not ; as to whether men and women, whose loyalty no man has a right to question, shall be permitted to vote ; as to whether whether the people of Canada shall rule or do as told; as to whether we shall have peace at home, or continue a policy designed designed to set Neighbor against Neighbor, Province against Province, and Race against Race? I resent the statement and the inference that alLwho are opposed to the so-called Union Government are opposed to the winning of the war, and to the best interests of Canada. I resent the statement and the inference that my neighbors who are opposed to the past conduct and the present policy of those who are trying to force upon us a so-called Union Government, Government, are not as loyal, as patriotic, as self-sacrificing* as any of our people. Time will not permit me to call personally upon "each elector, elector, but I would be pleased to discuss the questions of this campaign in any part of the Riding where 'the people are. unable to attend our meetings in the larger centres. In the interests of our common country, I beg you to consider these questions on their merits, remembering that the issues are more important than the candidates. Your support at the polls and your influence in my.behalf wiU be very much appreciated. I respectfully submit that, if elected, I will render not only to my friends and neighbors of Durham County, but to the Dominion of Canada as a whole, my very best services.
