Stork, Acting Agricultural Representative Farm Assistance Program Extended: Minister of Agriculture Agriculture and Food, the 'Honorable 'Honorable Dennis Timbrell recently announced the extension of (he Ontario Farm Adjustment Assistance Program (OFAAP), for another year to run until December 31,1983. OFAAP was originally designed as a one-year program program to terminate the end of December, 1982. However, because low commodity prices and continued high interest rates persist, one year will not be enough to achieve a turn around in the financial position of many participating farmers or potential participants. participants. The OFAA Program is designed to assist those farmers who are facing financial financial difficulty in the short term. In order to qualify, you must' have an equity in your farm business of between 10 and 60 per cent, have paid 20 per cent or more of your adjusted operating costs towards principal and interest in the last 12 month fiscal period, have a value of agricultural agricultural production of $12,000 or more in the past 12 month fiscal period and show that the farm can be a viable farm unit in the future. Assistance can be provided in three forms: 1) An interest deferral for up to six months on operating line of credit. 2) An interest rebate grant of up to 5 per cent on all authorized floating rate lines of credit. 3) An additional guaranteed line of operating credit for a farmer who is faring a tight credit situation. It's so easy Participants in the 1982 OFAA Program will be able to carry on into 1983 as we understand understand it at the moment. Exact details of how that will be done have not been sent out at the present time. New participants participants will work directly with their bank and OMAF staff to develop a farm plan for the upcoming year including a cash flow statement. The OFAA Program provides provides an excellent opportunity for farmers to assess their farm business. Along with their local bank manager and OMAF staff, financial counselling counselling can be provided in a very individual way. This indepth management counselling counselling can be the key to the recovery of many farm businesses businesses currently feeling the pinch in today's economy. Further information on the Ontario Farm Adjustment Assistance Program can be obtained by contacting your bank manager or your local OMAF office. Year-End Time For Many: As we enter the month of December we realize that in many cases we are approaching approaching the end of the fiscal year for many farmers. This brings with it the need to wrap up the farm business material for another year. Are your farm records up- to-date or is everything spread all over the place with no real idea of what your income statement might look like? What type of bookkeeping system system are you using and are you making it work for you? Will you be facing an income tax situation this year and if so what can be done about it before the end of the fiscal year? How has your business performed performed this year and, more importantly, where, can improvements be made to make it stronger? These are some of the many questions that can, and should be asked at this time of year. If you can not answer these questions in a positive way, then maybe you have to take a good hard look at your record keeping methods and how you set-up your farm bookkeeping system. It is becoming increasingly evident, and rightfully so, that lending institutions will be requiring not only equity information about your business, business, but information on income and expenses past, present and future, as well as cash flow statement for the upcoming fiscal period. Without Without good initial records to work from it is very difficult to do any kind of forecasting into the future. \ Farm Tax Reduction Program Continues: The Ontario Farm Tax Reduction Program provides municipal ible farm properties in the province. The rebates equal 50 per cent of the municipal taxes levied on eligible farm assessment. 1 For 1982 there has been a major change in the program and that is that the minimum value of production in order to qualify has been raised from $5,000 to $8,000 in a normal production year. Other eligibility criteria such as residing in Ontario, 50 per cent of the taxes been paid on each property, and you own property assessed as a farm, still apply. The property must be farmed or used as part of a farming operation that produces produces farm products with a gross value of $8,000 or more in a normal production year. In 1982, as it was in 1981, the property tax rebate must be reported as taxable income on your annual income tax statement. statement. Major changes were also announced recently with regards to property tax on farmland and buildings beginning beginning in 1984. In essence, 100 per cent of the property tax on farm land and farm buildings will be rebated to the farmer.
