We understand understand that qualifying home- owners may thereby be provided provided the opportunity to place liens on their property; and that it will be mandatory that these liens by cleared when the homes first change ownership. ownership. Let me first state, Mr. James, that I support any action which is intended to help the property owners of our community to obtain a fair deal - especially those who have long been residents of the area and are now being "driven to the wall" by pressures pressures imposed upon them. At this time I have a few questions related to this proposal. proposal.
