Guest speakers speakers at the meeting were (front left to right) John Chalmers, from the Ministry of the Solicitor General; Gary Tushingham, Director of Education; (back) John Williamson, Probation Officer; Gordon Finnie, Attendance Counsellor for the Northumberland Newcastle Board of Education; Ken Johnson, Provincial Provincial School Attendance Counsellor, and Ron Parker, Durham Regional Police Youth Bureau Detective. Under the proposed amendments, a school counsellor who is aware of a child being frequently absent absent without cause will be able to apply to the family court for a hearing which the child and his or her parents parents may be ordered to attend. attend. At this hearing the court will have several options available: it may order the child to attend school; recommend recommend the child undergo counselling or treatment; require the school board to provide an alternative program for the child; or, in extreme cases, report to the children's aid society that the youth is "a child in need of protection." The Education Act specifies that it's the duty of parents to ensure that their children . attend school. Under the proposed amendments, parents who don't do so may be liable to a fine of up to $1000 and required required to post a $1000 bond that will be revoked if their youngster "doesn't attend school. "Although habitual absence absence is no longer an offence offence for the pupil, there is an ultimate sanction," explained speaker John Chalmers. "We must still enforce compulsory education, education, protect society, and not allow young persons to repudiate the court process," process," he added. Other guest speakers at the meeting, including a Probation Officer, Attendance Attendance Counsellor for the Northumberland and Newcastle Newcastle Board of Education, the Director of Education, and Durham Regional Police Bureau Detective, proceeded to give an overview overview of the new legislation. The rest of the meeting was spent discussing details details such as the child's right to instruction, trial procedures, and what happens happens to the youth's record when he becomes an adult. "Once the young offender has completed his disposition, disposition, the person shall be deemed not to have been found guilty of the offence," explained Mr. Chalmers. This means that the conviction conviction cannot disqualify the young person from obtaining obtaining employment in a federal department, the Canadian forces, or any business within federal jurisdiction. Also, at the end of two to five years, depending on the offence and providing the youth has not committed another offence, all records are destroyed and the conviction conviction is erased. In effect, the Young Offenders Offenders Act is a genuine effort effort to give young people a second chance and the guidance guidance necessary to develop a rewarding and satisfying life.
