Legislative Building Queen's Park Toronto, Ontario M7A 1A2 Dear Sam: I am in receipt of your letter dated May 20, 1986, concerning concerning a facility for conducting conducting driver examinations in the Bowmanville area. I, too, am concerned that we have not been able to extend the Driver Examination service service to this area. However, in this time of constraints I do not anticipate that we will be able to expand our service. We are continuing to review the feasibility of the Bowmanville Office participating in the Driver Examination Program. I would point out that with the implementation of the Photo-on-Licence Program, the Vehicle Licensing Agents are able to provide an expanded service by completing: completing: a) Replacements - lost or damaged licences, b) Renewals, when no tests required, c) Change of address. Only persons requiring written, vision, or road tests, and/ or corrections to their driver licences, other than change of address, must attend a Driver Examination Centre. As stated, we are continually continually reviewing our programs and office locations in order to provide a high level of service to the public. I want to assure you that Bowmanville Bowmanville will be one of the communities communities considered when we are in a position to expand our service. Yours sincerely, Ed Fulton Minister July 4, 1986' Dear Sir: It was with very mixed emotions that I watched the wonderful fireworks display from New York on television on July 4th. One could not help but feel the joy of a nation celebrating its birthday and its ideals: "Life, liberty and the pursuit of happiness". As a medical doctor in the province of Ontario on July 4th, I could be anything but happy. The O. M.A. had just announced that it was calling an end to a very bitter 23 day strike, which had been initiated to preserve liberties; both doctors doctors and patients. Unfortunately, we do not cherish "Liberty" as dearly as do our neighbours to the south. We are indeed quite a different country, with a strong leaning to a socialist way of life. The Canadian Health Care system, until now, had been envied the world over, as an ideal blend of socialism and private enterprise. enterprise. However, with the passage of Bill 94, David Peterson has personally taken over total control of health care in Ontario. He states that doctors will no longer have a contract with their patients, but solely with the government government of Ontario! Every provision of care by the doctor for his patient will be controlled controlled by the bureaucrats at Queen's Park. Indeed, it is now illegal for Ontario doctors to offer anything but minimum standards of care. David Peterson seems almost proud to have broken this sacred bond between patient and doctor. The doctors of Ontario may be going back to work on July 7th, but things will never be "back to normal". The great majority of doctors in Ontario supported the O.M.A. protest, even though 94 percent of us do not "extra-bill". We obviously felt very strongly about the principles involved, to take such drastic actions. Despite what Mr. Peterson and the Toronto media have been trying to tell the public, the issue clearly has nothing to do with money. Even though doctors will continue to campaign against this legislation, I 1 fear it will take the public too long to realize the full effects of this bill. The elite of/the medical profession have already started to move to more appreciative locales, The remaining doctors will slowly lose their spark in their new civil service mentality. Ironically, it will be all of us who need medical care, who will suffer the most; /as the whole system slowly deteriorates deteriorates under bureaucratic control control and underfunding. I gather some hope from the example of Australia, which has begun to turn back from the British model of socialized medicine, having had a disastrous disastrous experience with total state medicine. Why is it that politicians never seem to learn the lesson of history or experience? Is it possibly because the only thing on their minds is the election of June 1987?
