Yet not all councillors liked the idea of adding the expense to the economic development budget. Scugog Councillor Lawrence Lawrence Malcolm said a decision decision to add the gallery expense expense to the budget would be wrong when the finance department is already working to trim taxes down to a 10 per cent increase for 1987. "If this goes in this year, then all the work we've done to get this thing down to 10 per cent is a farce," he said.
