South, near Lake Ontario. The fire department was called to the scene shortly before 1 p.m. on Friday, April 29. Doubles champions champions were Hugh Fraser and James Andrews, while Jim Almey and Derrick Severn were doubles runners- up. by Carolyn Hepburn A by-law banning skateboards from the commercial areas in the Town of Newcastle would be virtually unenforceable and wouldn't stop the activities, according to Town Clerk David Oakes. Responding to a request from the Bowmanville Downtown Business Improvement Area (DBIA) for such a by-law, Mr. Oakes prepared a report for town councillors on the effects of such a resolution. "It is my opinion that such a by-law to prohibit the operation of skateboards skateboards in commercial areas will not curb the activity," said Mr. Oakes in his report. The report was presented at the general purpose and administration administration committee meeting on Monday, May 2. Newcastle councillors agreed as they voted not to recommend passage of any such by-law. However, the Durham Regional Police Force's Community Services Officer will be asked to travel to the local schools and speak to students about the operation of skateboards and bicycles on the town's sidewalks. In the report, the enforceability of a by-law banning skateboarding in the downtown areas was comparée! to that of the town's current resolution that prohibits bicycles on sidewalks. "This by-law is virtually unenforceable unenforceable and notwithstanding occasional occasional attempts by Durham Regional Police to enforce it, young people continue continue to ride bicycles on the sidewalks," sidewalks," stated the report. The clerk claimed that passage of a skateboarding by-law would "imply an ability to impose a penalty upon persons who contravene the by-law." "Young people today are virtually penalty proof, noted the clerk's report. report. Councillor Marie Hubbard stated that something has to be done to help the skateboarders. Although she wouldn't comment specifically, she. claimed that "other avenues" needed to be investigated. In his report, Mr. Oakes addressed the solution to the skateboarding situation. situation. "It might be appropriate to look at the possibility of developing an area in the community designed to provide a safe but challenging course for those young people who ride skateboards skateboards on sidewalks and roadways oblivious to the hazard they present to pedestrians and motorists alike." DBIA Chairman George Webster also mentioned the possibility of a special area for the sport in his letter to Mr. Oakes requesting the by-law. "In recognition of the fact that skateboarding has become a form of sport, requiring practice and skill- development, ana which requires a special area to practice in, perhaps some provisions should be made for this to occur under the auspices of the recreation department...," A copy of the clerk's report is being sent to all school principals, and to the Newcastle Community Services Advisory Advisory Board. The NCSAB is being asked to meet with Joe Caruana, Director Director of Community Services, to seek a viable alternative to the skateboarding skateboarding dilemma.
