Remarking on the events of the previous year at CLO- CA's annual meeting, Mr. Bugelli commented on many activities the Authority had been involved with. One of the most expensive expensive projects the Authority' undertook was work on the Oshawa Creek both near the offices of the Authority and near Oshawa City Hall. The project cost $110,000 for the work near CLOCA's headquarters headquarters and $400,000 for construction near Oshawa City Hall. Calling the work the "singular "singular most expensive project ty" Mr. Bugelli stated that the project is long term and will reduce the flood hazard through the core of the city. To minimize the need for such huge capital works in the future, the chairman continued. continued. the Authority now insists insists that any new development development be preceded by an urban storm water management management plan. Two such plans are nearing nearing completion for northwest northwest Bowmanville and other studies are pending for the Robinson and Black Creeks in Newcastle. At the conservation areas under the Authority's jurisdiction jurisdiction over 300,000 people were recorded to have visited visited the areas during 1988. Nearly $80,000 of improvements improvements were spent on the conservation conservation areas in 1988, Mr. Bugelli continued. Other concens will be coming before the Authority during the next year, the chairman stated. Such matters relate to a pay equity plan that the province has legislated. A report report has been prepared, Mr. Bugelli said, that is "likely to impact on the Authority in 1989." Another report expected to come before the Authority this year is the Canviro Consultant Consultant Report on contaminants contaminants around CLOCA's office office site. Regarding the report the chairman said, "We must not only take responsible action as owners of this problem, but also be seen to take a so; ci ally conscionable stance as befitting a public agency primarily primarily interested in water resources." The final report the chairman chairman mentioned concerns a review of the Conservation Au th ori ty's program s. Mr. Bugelli said it will be interesting to see what new Authority will arise out of the review and how it will be fundamentally altered. Health Concern for Firefighters The Town of Newcastle is pay eed- investigating ways to stimated the estimated $17,000 neet ed to keep its 100 part-time firefighters safe from Hepatitis Hepatitis B. Members of the general purpose and administration committee have asked Fire Department Chairman Ken Hooper and Chief Administrative Administrative Officer Larry Kotseff to look into methods of paying paying for the vaccinations. Fire Chief Jim Aldridge, in a report to the committee, asked to have some inactive funds re-directed to pay for the vaccine to be given to the part-time firefighters. The town's 10 full-time firefighters are currently covered under the municipality's municipality's Blue Cross plan. Part-time fighters however, however, receive no coverage and at a cost of $80 per person, the town could extend the coverage to them. Cost for the vaccine is roughly $180 per firefighter which includes lab costs and the vaccine. Chief Aldridge's report states that firefighters are at greater risk of contracting the disease because the potential potential for coming in contact with infected persons is higher for them than for most members of the public. He states that firefighters assist at many accident scenes and frequently come in contact with injured persons. persons. The number of carriers of the disease is growing, he continues, adding that there is reported to be 300 million carriers worldwide. The disease is transmitted . through blood, saliva and body fluids and is "far more prevalent and much easier to catch than the Acquired Immune Immune Deficiency Syndrome" Syndrome" the report said. Councillor Hooper said the report was a little unclear regarding the method of payment for the vaccine. He also wanted to see the firefighters firefighters receive the vaccine from their own doctors.
