John O'Toole has placed his name " on the November 12th Municipal Municipal Election ballot. John wants to serve as a Local councillor for Ward 2 Bowmanvillc. John O'Toole has served two terms as an elected school trustee for the Town of Newcastle. Newcastle. First elected in 1982 and again in 1988, he has been chairman of the education committee and served on all major board committees. He was appointed by the board to the provincial F.C.P.T.A. of Ontario, a parent teacher association association and was elected as a director director in 1989 and 1990. He has served on advisory groups to the ministry of education and states that all this involvement involvement has been both enjoyable and educational. O'Toole has also served his community of Bowmanville in the past as part of the Splash Fitness centre centre canvass, the Skate '88 fund raising committee, and served . as a library trustee both for the Town of Newcastle as well as at the regional level for some four years. As a parent with five children, he has helped coach swimming and soccer and like most parents, has participated participated in many community activities. John is a graduate of the University of Toronto in business and labour economics and has been employed by General Motors for 27 years. His work experience has been . in material systems, personnel, recruiting and training. 'Accountability and accessibility accessibility must be the basic commitment commitment for every elected person" person" states O'Toole. The people who take the time to elect you as their representative, representative, entrust you to present their views at the council table. The agenda must be developed after listening to the people. The issue could be the name of our town, should it be Newcastle Newcastle or taxes or whatever, the point is, the elected person must put their own ego and agenda on hold and listen to the people they represent. The elected councillor must work hard to understand every issue and consult with all interested groups whether or not the issue is the environment or development. development. : This new council you elect is going to be challenged with tougher problems to solve with less money then ever before. Some of the more serious issues are: Taxes must be held to the current levels or lower. The economy and the recession have still not recovered from all the rising taxes: GST, Federal, Federal, Provincial and Local. Common sense must return to some of our thinking. We cannot cannot have everything we want. Rapid development must be managed so as to allow the supporting services to keep pace. New development is not simply more new homes. It means new roads, sewers, water, water, garbage, libraries, schools, parks and recreational areas plus more to serve all the new citizens. However, the older existing parts of the community community arc expected to pay heavily to add these services after the developer has banked the money money and moved on to a new subdivision. subdivision. The current Bill 20 regarding development charges or the old lot levy must be administered administered in such a way as to manage the growth and development. development. By this I mean, the developer developer not the existing tax payer must be the main part of the equation to pay for the services services mentioned above. Managed Managed development also means giving the commercial industrial industrial tax base a lot of consideration. consideration. The Town of Newcastle has always had a serious problem problem with the lack of an industrial industrial commercial tax base. JohnO'Toole group would be "seriously penalized penalized judging by the proposed new development charge or lot levy formula. It is the industrial industrial commercial sector that is the back bone of a community. They provide jobs, attract tourists, tourists, support town projects as well as broadening the tax base. The environment has become become a very big and important issue. To me, the environment means many things like, garbage, garbage, waste and its disposal including including toxic materials, recycling, recycling, conservation areas, and the protection of agricultural, water ways, Viatural formations and spccial'iyrca's like Lake Ontario Ontario and Sojicr Creek. This recent recent discovery of the wasteful ways of our past is going to be very expensive. Just look at the cost of the temporary garbage transfer site which was to have cost 10 million and is now expected expected to cost $50 million. We must get the best advice for sure but we have to use some common'sense and be realistic as well. We must follow carefully carefully the Interim Waste Authority Authority as they attempt to locate locate an acceptable landfill site for the Durham Region. However, However, we must remember to for the Durham Region. However, However, we must remember to hold the producers of waste responsible responsible for their waste and not just keep spreading all the costs on to those who arc responsible responsible citizens. Hydro and Darlington as well as other businesses right down to the local household should somehow somehow be able to contribute and be accountable. We must evaluate evaluate the blue box program and the centralized depots to ensure we are efficient. Can we afford door to door pick up every week for a few pop cans and some old newspapers? At what cost and who pays? Do seniors pay the same as a younger, larger family? We must support support C.L.O.C.A. and other conservation conservation arid environmental groups like Port Granby, S.A.G.A., the Port Darlington Community Association. These interested volunteer citizens citizens groups must be consulted and participate in the process. Finally, planning and public input will help us solve two problems. We will make our government more open and more accessible to the people it was intended to serve. The past three years have been very silent. silent. I want the privilege to speak on your behalf. I am a common sense person person who is willing to serve as your elected representative on local council Ward 2. Please vole on November 12, 1991 and I pledge to work and be accountable accountable to you.
