The property owned by David Brown will be secured and cleaned up and the cost of the work will be levied against his properly. The move came after six inspections inspections of the property were done and four charges were laid against Mr. Brown. The first inspection was in late December 1991 and a registered letter letter was sent to him on Jan. 2,1992. The letter brought "the situations to .his attention and also instructed him to remove all of the waste material from the property and to either cease using the trailer as a residence or review any options available to him with the Building Department regarding a building permit/letter of undertaking." Another inspection followed on Jan. 28, 1992, and he was told to go to the Building Department to state his intentions for the property. When he did as requested, he was "advised that his intentions would not comply with the provisions" as set out in the by-law. Almost two months later, on March 2, Property Standards Notices Notices were issued to Mr. Brown because because of an unkempt yard, wrecked vehicles bn the lot, an unsecured abandoned building and unmaintained unmaintained outside storage. On April 28, Property Standards Orders were sent to Mr. Brown ordering ordering him to carry out a number of jobs on his property including: removing removing all rubbish and debris and sealing all points of entry into the burned building. On June .4, 1992, the property was re-inspected and inspectors found that "some debris (and very little at that) had been removed." At that time, four charges were initiated against Mr. Brown for "failing to comply with each Property Property Standard Order." He appeared in court in July 21 and on Dec. 10 was found guilty on all charges and fined $200 for each charge. On July 12,1993, another inspection inspection was conducted. A report from the Clarington Clerk's Department Bomb Scare In Bowmanville A homemade ball and chain received received a lot of attention when it was left on a Bowmanville street early Friday morning. Durham Regional Police and Clarington Fire Department responded responded to a potential bomb call on Temperance and King Street next to the Castle Hotel. "We treated the call seriously," and had cordoned off the area , in preparation to deal with the matter, said Constable Michael Roy, at the Clarington Detachment of the Durham Durham Region Police Services. The call was received at 12:31 a.m. Before things got too serious for the officers of the 16th Division and Fire Department, a man walked out of the hotel to pick up the ball and chain he had locked onto the lamp post. He explained to the group that he was the owner of the suspicious item and had made it for a friend's stage party at the CasUc. says: "At this time it was noted that Mr. Brown had removed the derelict vehicles and some miscellaneous debris from the properly. The house, though boarded in some areas, remained remained open to the elements and still posed a contravention of the Property Standards By-law," It is also noted within the report that Mr, Brown was present for the inspection and informed the staff would be preparing a report on the matter. One of the notable aspects of the report is the fact that Mr. Brown has been advised by those doing the inspection inspection that he should not be living in a trailer present on his property, yet continued to do so until at least the last inspection.
