The Canadian Statesman, Bowmanville, Wednesday, July 28,1993 7 by Gord Mills, M.P.P., Durham East •i If things go according to plan, this tiwcek will see the passing of the re- "maining legislation for the Summer. |An agreement was achieved last ;-wcck between the government and Nthe opposition parties that will sec us jbeing allowed to proceed with our "agenda without any further delaying tactics. /"' As the Summer passes by, and t with it the season, for holidays, time l at the cottage for, some, and other ;; personal interests, it's quite noticea- l tile that the games some politicians t like to play at other times of the year, e seem of less importance as we approach approach August. The same thinking also becomes obvious each year, as ../the Legislature approaches Christ- ■ .mas. ..., Following a two week break, the . committees will start meeting to hear from the public in regard to the Bills .. sent to them, prior to receiving 3rd .Reading in the Fall Session. The Fall 'Session of the Ontario Legislature .will commence on September 28th. During August and September, I , will sit on two committees, Justice and General Government. The most 'important legislation placed in front of the Justice Committee is Bill 79, the Employment Equity Act. Before the General Government Committee will be the legislation dealing with Leased Lots. This Bill is of particular interest to residents of Wilmot Creek and other types of leased lot homes in the Clarington area. When Bill 79 was introduced in the Legislature for 2nd Reading, a couple of weeks back, I was startled to listen to the comments made by members of the Conservative Party, during the debate. It was if I was somehow in a time waip, listening to a debate against the abolition of slavery. slavery. I couldn't believe my cars when I heard members talk about the bad effects on business Bill 79 would have! And how white males would now be shut out from the work place! And how one Conservative member put it, that Bill 79 would shut out a complete generation or more of young people who would have no future future in Ontario through the provisions of Bill 79." Stuff like that, is I suppose, the thinking of some organizations presently presently seeking new members in Ontario, Ontario, but in the Ontario Legislature in Opinion and Comments Ransberry BBQ on Aug. 4th In Touch with Durham In Touch with You Deficit Reduction ;i . by Alex Shepherd .q. We must reduce the sizc of the • deficit which has become a tax on fu- ;-iture generations for services they will ,/.not receive. u : The question of deficit reduction needs to be addressed in three separate separate aspects which are honesty, priori- , , ty and tempered policy. With respect to honesty, we need to develop a consistent approach to government record keeping. For in- , .stance, in the Ontario N.D.P.'s budget, budget, under revenue, there is the inclu- ■sion of the sale of the Dome Stadium, 1 "when no sale has occurred. This ,1.makes people cynical. . In the countdown to a new century, century, Canadians arc interested in im- • ; proving the quality of] their lives. Wc arc becoming aware of how small the world is and how everything everything wc do affects everyone else. . Wc want to clean up the environ- .7, nient, strengthen our families and j..communities, improve our health, rc- ' ducc work stress, understand our- 'sclvcs tietter and enjoy our relation-, ships with others. This interest in quality life has affected affected how-wc look at physical fitness fitness primarily as a way to improve .health, wc now think in broader terms about how physical activity cn- , hances many aspects of our lives. ' . ACTIVE LIVING takes us back , . to basics. It's romping with the kids, .walking the dog, dancing, wheeling , ; in the moonlight, gardening, walking I i'at noon with colleagues, cycling to work or school, enjoying active times alone or with friends. It also involves organized activities such as compct- i ing in your favourite sport or participating participating in an activity class of your choice. You make the mlcs: It's your dc- ... cision about whether to take an exercise exercise class or go for a gentle stroll alone; whether to help a neighbour . build a deck or chop some wood; whether to wheel downtown, take a . day-long bicycle trip or have a picnic in a park. You make these decisions based on what "being physically active" active" means in your life. Here arc some neat ways to sneak activity into your day: • use the stairs • walk or bicycle to work • on a parking lot, park your car far away from your destination • get off the bus stop two stops before your destination • do sitting exercises at your desk, while watching TV or ;! talking on the phone • play active games with the I 1 children, your friends and family • walk the dog Olga McQuay, B ScN Lynn Ryan, B ScN Public Health Nurses ' Also, there are a great many crown coiporation debts not included in the federal government deficit. More importantly, the estimated unfunded unfunded portion of the Canada Pension Plan has not been included in the federal federal deficit. This would bring the actual actual federal government deficit to well over a trillion dollars, or $45,000.00 for each person in the country. Governments also engage in window window dressing, shifting expenditures from one accounting period to another. another. We need a uniform system of reporting and a consistent application of this method. In the recent Conservative leadership leadership race, the participants fell all over themselves to see who would eliminate eliminate the deficit fastest. This is a party that promised to eliminate deficit financing financing over nine years ago and then proceeded to triple it. It is little wonder wonder that the electorate questions their sincerity. The second area of concern is priority. priority. In order to cut government spending, it will be necessary to place priorities on which expenditures expenditures to cut first, and in what order others are to follow. It does not make sense to cut the deficit on the backs of those who arc already facing severe severe economic hardship. Here I think of the changes to the unemployment insurance act, which reduces benefits to the unemployed. Similarly, the Province of Ontario has elected to attempt to re-write agreements already entered into legally legally with the public sector workers. This, of course, would be impossible in private industry. The roll-back of salaries, in many cases, has made the difference between making the mortgage mortgage payment and being forced to sell the house. Some of these people are highly sceptical when they see die Federal Government (Kim Campbell) Campbell) promoting the purchase of 5.8 billion dollars in helicopter acquisitions acquisitions and the Provincial Government supporting 1.2 million people on welfare, welfare, as well as giving refugee claimants claimants free access to our medical system. system. Too, it docs not make sense to attract attract those on fixed income, like the elderly, while the previous Prime Minister is awarded $150,000.00 for household furnishings which, remarkably, remarkably, includes wall paper and closets. Lastly, wc must develop a balanced balanced approach to debt reduction. Most governments have attacked deficit deficit reduction (unsuccessfully) with a single-handed method. It docs not seem to occur to government leaders that we could pay for our social services services and contracturai obligations if wc had an economy approaching full employment (1-2% unemployed). Consequently, part of the government policy on debt reduction MUST be the fostering of new employment opportunities. opportunities. «tie,First 'Cfass' At the new Durham College Whitby Campus. The introduction of Bill 79, is an important step towards fairness and equity in the workplace. Many Ontarians Ontarians have been denied jobs because of hidden barriers and discrimination, - employment equity means simple justice that is long overdue. The face of the labour force in Ontario is changing, and this has many implications implications for 1 society in general and the workplace in particular. Employment equity is not a social panacea. Employment Employment equity helps to create a community where all members of society society are able to contribute more fully and reap the benefits of their work. Persons with disabilities are challenging challenging social myths and employment practices which have denied their right to equity in the work force. Could any of us a few years ago even . consider that a man without legs, could swim across Lake Ontario. Finally, the intent of Bill 79 is to unite, not divide; to integrate, not segregate. No longer should any Ontarian Ontarian feel that the doors are closed to him or her. Rather, that each of us has the right and opportunity to aspire aspire to and work towards challenging and fulfilling employment. If somehow, you believe what I have written this week to be another half-baked NDP idea that is somehow somehow being foisted on the majority, and in particular on young white males, let me remind those of you who profess to have Christian virtues or even perhaps believe in the "Golden "Golden Rule", that 'of one blood God made all nations of men to dwell on the face of the earth' - and has commanded commanded all men, everywhere, to love one another - and to include all men whose skins arc not coloured like your own! A letter in my mail-bag this week advised me that it had just come to the attention of the writer, that MPPs don't pay any income tax. I now believe believe that there is nothing left, that will surprise me. Next week, I will tell you what I think about those MPPs who recently introduced a Private Member's Bill, to limit the age an MPP can start to draw a pension, until 60!!! There are those who will need to know if they can put stuff on lay-aways or need to turn away with regret written on their faces. While many are just plain thrifty by nature, there are those who are having trouble stretching their cheques -- from the government or from their employer -- from one month end to another. With a shopping plaza, there is more variety, healthy competition and, perhaps, even better service and prices. The Oshawa Centre is just a 15- minute drive from here and the renovations renovations are going to really jazz it up, according to what we have been told. Wouldn't local stores rather have a promotional partnership with a plaza here in Clarington than lose everything everything to Oshawa? One would think so! From Page 6 rather with the grace and respect of a putter. After a few moments of re-gripping, the taps finally turned on and the milk started to flow. All was going well until I noticed that Garnet's bottle was filling far more rapidly than mine. Perhaps, Perhaps, I wasn't pulling hard enough? I quickly discovered the quickest way to get the attention of a 1,500 pound cow is to pull too hard on its udder. My first mistake was giving it a good yank. My second mistake was thinking that I could stop it from stampeding by giving it another another good yank. Judging by the height that Kodak Kodak came off the ground, I figure she must be a distant relative of the cow that jumped over the moon. Like a scene from a rodeo, I did my best to hang on for eight seconds, before it was obvious that when a cow with tender teats has had enough, you let it do whatever it wants. Bottom line...get out of the way! As I played "chase the moo-moo" the signal for the end of the competition sounded and it was clear that, at best, I had placed second behind Garnet. Feeling rather proud that I had actually been able to get milk out of Kodak, I made my way to the judging area only to find that Gord Mills had already collected at least three times as much. In fact, after all the contestants raised their milk jugs, it appeared that I finished in a tie for last place with Rick Gay. Gord was the winner, and even the most experienced experienced farm hands in the contest could not keep up with the N.D.P. politician who obviously made use of his exceptional talent for milking the taxpayer. taxpayer. But, the crudest shot of all came from my milking mentor, the man I looked to for guidance in my time of need. When talking about the event afterwards, Garnet Rickard offered some advice so that I might prepare for next year's challenge. He said, "why don't you practise on a goat, they're a lot smaller you know. Even better, why don't you just go to Becker's?" That hurts. That really hurts. I'm going back to the city. Tremendous .
