This amount equals two of the highest anticipated bills, or the equivalent equivalent of four months usage. As payment payment on this great investment, I will receive 1% or 2% per year or what ever the bank rate is on a savings account, account, and this amount is non- rcfundable until I cease using hydro. It costs me a minimum of 8-10% to borrow this from the bank. I have been a business customer for eight years', and presently have three accounts with Clarington Hydro. Hydro. Not once have I been late paying paying my hydro bills. If any other supplier of my business business demanded four months worth of product usage as a deposit, I would simply take my business elsewhere, It is unfortunate that hydro has a monopoly, and can hold us hostage to whatever amount they want. I have dealt with Bell Canada and Consumers Consumers Gas for eight years as well, both companies with a monopoly, who do not have any security deposits from my business. I would like to mention that hydro has guarantees for payment like no oilier suppliers, being that if they don't get paid for whatever reason, then the bill gets registered against the property owner, and before a sale of the property can be completed, they get their money, along with any accumulated interest. As a small business we already pay a premium on our hydro rates as compared to residential rates, and this policy is just another drain on the cash which a business needs to get started. My views of Clarington Hydro are not entirely negative as my businesses businesses have been without hydro on numerous numerous occasions in the middle of the night due to weather conditions, and the servicemen have restored power rather promptly. I sympathize with the employees who must justify this policy to the customer as this is a barbaric policy not developed by them, but by the Clarington Hydro Commission, our elected representatives. It is time that the Clarington Hydro Hydro Commission acts in the same way as other businesses in the free enterprise system with a monopoly, such as Bell Canada and Consumers Gas. The Clarington Hydro Commission Commission should develop policies which are consistent with these companies and not hold us, as small business people, hostage to whatever amount of money they desire, for a service which is vital to our existence. Yours truly, Doris Duck Executive Committee MPP Responds to "Filing Fee" Letter Dear Editor: This letter is, I promise, the last time I will respond to the "Filing Charge" issue. However, I can't let last week's letter from Michael at the Bowmanville Foundry go by without a response. As you know, and Michael, knows, every province in Canada is required to pay a filing fee to register their company with their equivalent of Ontario's Ministry of Consumer and Commercial Relations. This regulation regulation also is the norm in the United States as well. From.enquiries I have made with relatives in the United Kingdom, it is also a requirement there. Every jurisdiction requires that a registration fee be paid to file. So we can sec, this practice is in vogue with all of Canada's business partners. How can this be seen as any abuse of power by the provincial government, as suggested by Michael in his letter? To have a difference of opinion over policy is one thing, but to term such a difference as an abuse of power is a bit much. To suggest that the NDP have somehow abused the mandate we won to make and enforce laws, and in particular the requirement for companies companies to pay $50 to file details of their company, in common with every every jurisdiction in North America and the United Kingdom, to say the least "boggles the mind." In closing, the suggestion by Michael Michael that the requirements to file is somehow grounds for civil disobedience disobedience leaves me utterly flabbergasted, and very sad as well.
