2 The Independent, Canadian Statesman Weekender, Bowmanville, Friday, December 24,1993 Hike in U.l.C. Rate Could Cost Board About $225,000 The hike in unemployment insurance insurance premiums, announced December December 16th by the federal Liberal government, government, is another bitter pill for the local public school board. "It's going to make the job (of setting setting the budget) tougher," says Ron Sudds, superintendent of business for the board who predicts the increase will cost the board about $225,000. This represents one third of a per cent increase in the mill rate. "In light of the other budgetary pressures and the expanded provincial provincial sales tax which now includes taxing taxing benefits and insurance premiums, these two pieces alone equal a one per cent increase in the mill rate," he said. The extension of the provincial sales tax will cost the board about $350,000 annually. Combined with the UIC hike, the total comes to about $600,000 - the equivalent of a one per cent increase in the local mill rate. Wilf Day, a Port Hope area trustee and the newly elected chair of the Operations and Finance Committee, had a blunt response this morning to the news from Ottawa. "This is typical typical of what municipalities and school boards face in trying- to hold costs down when we get costs loaded on us that we can't control." \ Day said, "This is a continuation of the pattern of the federal government government hitting us with unemployment insurance and Canada Pension Plan increases which are taxes on jobs." The board begins its budget process process for the 1994 budget year in January.. January.. As the board heads into those talks, Sudds said, "in order to negate that increase in the mill rate, the board would have to cut about $600,000 from somewhere else in its operating budget." Said Day, "Logically, the first response response to a tax on jobs is to reduce your salary budget." But, he said, the board has already reduced a number of positions "putting us in a position where there is no good answer." Day noted that the -UIC increase wipes out the savings the board recently recently achieved by restructuring senior senior administration. Your donations help give someone a second chance.
