A reply from Mr. Norberg, the IWA's General Manager states that, without a doubt, the IWA will not be re-opening discussion concerning the site in Newtonville. "The IWA has engaged in exten sive public consultation at every step of the process," states Nor- berg's letter sent to both Laidlaw and Mayor Diane Hamre. "Your submission that the long list of candidate sites "should have included an alternative that only took into account Laidlaw's property" property" is now made some 21 months after after the announcement of the long list of candidate sites. "Not only is your submission a year and a half later than the first opportunity to provide it, but your expansion site would not have passed Step 3 of the IWA's process because only approximately 80 hectares hectares remain after applying the IWA's Steps 1 and 2 screening criteria criteria and Step 3 decision rules." Furthering the opinion of the IWA, Norberg wrote: "We believe that we have engaged in a reasonable, reasonable, fair and open process of site selection in Durham Region."
