Hydro Should Focus on Power The Municipal Electric Association Association (MEA) says that Ontario Hydro should be concentrating its efforts on providing low-cost power, not pumping pumping millions of dollars into foreign investments. investments. "We are fully supportive of all measures which allow Hydro to lower lower its costs," says MEA Chair Jim Yarrow.. "But given its dire financial circumstances, Hydro should not be engaging in risky foreign investments which could result in higher costs for Ontario electricity users." In its submission to the Ontario Energy Board (OEB), the MEA also says that while it is important for Ontario Ontario Hydro to operate on a more business-like basis, it must not do so through initiatives like providing subsidized subsidized rates to selected customers. The MEA says it cannot support a situation where rates are lowered for some customers as opposed to others. The MEA argues that discriminatory pricing goes against the longstanding longstanding 'pool concept' which provides provides consumers with equal service for equal price. The MEA says that Ontario Hydro must not be allowed to abuse its current current monopoly status, and the way to guarantee this does not happen is to ensure that Ontario Hydro is subject to appropriate regulation. "The autonomy of the corporation and its chief executive officer should not be increased until appropriate formal formal regulatory control is instituted," says Yarrow. "The activities of Ontario Ontario Hydro require continued scrutiny and supervision." These recommendations, along with 102 others, were presented to the OEB today. The OEB has been looking into Ontario Hydro's proposed proposed 1995 electricity rate increase, and Hydro's corporate restructuring. The OEB is an agency of the Ontario Ontario Ministry of Environment and Energy. It has regulatory powers over gas utilities, but with regard to Ontario Ontario Hydro, the OEB only offers advice. advice. Hydro is.not required by law to act on the OEB's recommendations. In other recommendations to the OEB, the MEA says that: • Ontario Hydro must keep its promise of not increasing rates higher than inflation and therefore recommends recommends the rate increase for municipal utilities should be 1.4%. Hydro has proposed a rate increase for municipal municipal utilities that averages 1.7% • Ontario Hydro should reassess reductions in capital expenditures to ensure the performance of the transmission transmission system is kept reliable. Hydro Hydro is forecasting increased outages in the near future; it should make every effort to reduce declining performance. performance. • Ontario Hydro must make sure that necessary work programs have not been eliminated in the restructuring restructuring it has carried out. If there are to be further staff reductions, every effort effort ought to be taken to ensure the best employees do not leave the corporation. corporation. ; • Compensation differentials between between Ontario Hydro staff and staff in comparable corporations (some as much as 16%) should be eliminated. • Ontario Hydro should pursue benchmarking - comparing aspects of the corporation and its performance with similar corporations - to measure measure how it performs in a number of areas and to set new goals for improvements. improvements. • Heavy water facilities should be shut down by Ontario Hydro as future future firm commitments for exporting dwindle.
