Pat Pingle raised the issue at the August lltfi meeting of the Clarington Clarington Hydro-Electric Commission after after hearing criticism from business people and reading a letter to the editor editor in the Canadian Statesman written written by a disgruntled business owner. "But, sometimes you have to take a chance to attract industry. " "It's hard for someone starting out in business to get slapped with a bill to hook up their hydro that can be up to $2,000," she says. "They've already had to negotiate a loan and they probably have a mortgage mortgage out on their house." New commercial customers in Clarington are required to pay an initial initial deposit equal to the value of three peak usage months at the time of hook up. This deposit is only refunded refunded in the event the business closes. "I know Cobourg has a 2 month deposit with rebind after two years." Ms Pingle notes. Clarington may be losing out on new industry because of the strict commercial deposit policy, she says. "We only have 41 percent of our ratepayers as commercial, and we need to get closer to the healthy average average of 57 percent. We have adequate adequate housing in the area but we've got to get the proportion of commercial commercial ratepayers up, and the only way we're going to do that is to have some enticement, some incentive, for small business and industry to come here." Out of 11 utilities in Durham and surrounding regions, Clarington has the 2nd highest rates for residential and is ranked fourth highest for commercial, she says. However, reducing the commercial commercial deposit requirement to just two months consumption could result in a loss to the Hydro-Electric Commission Commission of up to $10,000 depending on the failure rate of new ventures, Pingle admits.
