The Clarington Independent, Bowmanville, Saturday, October 29,1994 5 Commercial Plaza Gets Approval for Downtown Bowmanville A rezoning application to permit the development of a 500 square metre commercial plaza in downtown downtown Bowmanville was approved at Monday night's council meeting. The property, which had been zoned Service Station Commercial, (C7) is located between the Olympia Restaurant and the building owned by James Insurance on the north side of King Street,W. On Monday night, in a last ditch attempt to call off the rezoning application, application, TD Bank representative Neil Smiley said, an exit using the lane between the bank and the dry cleaner's premises would require the approval of the TD Bank. Smiley spoke as a delegate to Clarington Council. That particular lane-way has been the bone of contention since the application came before council in the last month. When there was a gas station located located at the same location as the proposed plaza, the lane was used by the station as an exit, but not as a primary exit At Monday night's council meeting, meeting, Smiley noted when asked directly directly about a solution, that the only solution for the bank would be an entrance and exit from the plaza onto King Street, not through the lane. In seeking a deferral of the matter matter until another time, discussions could take place to "ensure that no one's rights would be infringed upon," Smiley said. During debate on the issue later in the evening, Councillor John O'Toole said, "I think there is room to negotiate." He noted because the site is located located in the downtown core of Bowmanville, Bowmanville, it did not need to provide parking. This has created the entrance/exit entrance/exit issue. Councillor Dreslinski mentioned the idea of the three parties: the municipal municipal planning staff, the applicant George Papapetrou and the TD Bank could get together during the site planning process. "This site could be a gem," she said. "There could be benches, trees. I think the TD Bank should get on board -- you're dealing with a small town," she said before Mayor Hamre told the councillor she was out of order. After an attempt by Councillors O'Toole and Elliott to refer the application application back to planning department department to realign the buildings on the lot, the rezoning application was approved. approved.
