He said the time has come for schools and the streets to become safe once again. Highway 407 Transportation via the province's promised 407 Highway was also discussed. Cowman said the council has spoken in a way which reflects the citizens. However, "we also know that the province can roll over them someday." She doesn't think Clarington will see construction take place until the next decade. Willatts noted people he has talked with say the 407 should be pushed further north to link up with Highway 7. "It's for the northern traffic, so it should be north," Willatts stated. Mayor Hamre said she stood alone on the issue of the 407. "I was the only one who supported the 407," she explained. "It was 50-50 residents who didn't want it and those who did. Traffic along Taunton Road is getting getting so bad, one resident has told me it is hard to get out of his driveway." She noted even agriculture people understand the reason for the new highway. "It will take traffic off Taunton and the 401," she explained. As for putting the highway farther farther north, the mayor said: the Oak Ridges Moraine is north, and the province will not allow a highway to pass through it. Wards On the subject of the ward system system in the municipality, all three candidates agreed it must be looked at. Cowman noted that, with the number of people in Courtice, it should have more representation on the council than it does currently. Legal Fees Later in the meeting, during questions from the public, Cowman drew attention to the legal fees incurred incurred by the municipality during the past term of office. She noted that, as of the middle of this year, the current council had spent $1,347,000 in legal fees since taking office. She vowed to reduce this spending if she were elected, as did candidate Reg Willatts. Mayor Hamre said the municipal ity incurred high legal fees because of major legal disputes which were underway in the previous council's term of office. These proceedings involved Ontario Hydro, Mosporl and the Bowmanville Zoo. The forum which was two hours in length was chaired by Michael Patrick. Questions were posed to the candidates by Hying Dutchman Hotel Hotel owner Christopher Mendes, Jerry Johnson, First Vice President of the Oshawa and District Chamber of Commerce and Bowmanville States- man/Clarington Independent editor Peter Parrott. After the forum, Patrick took written questions from the audience. Issues discussed included the building occupied by the Clarington Animal Shelter, rural hydro rates, taxes, and landfills.
