4 The Canadian Statesman, Bowmanvillc, Wednesday, November 9,1994 Decision Three Candidates for Mayor of Clarington Ann Cowman Diane Ham re Reg WiMatts My family have been residents of Clarington for twenty-five years. Our three children completed their high school here and all went on to university. university. I was elected five times by ward one and served, for 14 years, between 1975 and 1988 on the Town and Regional Regional councils and many of their subsidiary committees. During this time I spent six weeks attending a Municipal Board Hearing into the planning proposals of Cour- ticc which was an invaluable experience. experience. For a while when a child, my mother had to take me on a bus to see grass and trees. For this reason I have interest in preserving our green spaces, spaces, wood lots, creeks and ravines. These are precious assets that if destroyed destroyed are gone for ever. I am particularly interested in die proper procedures and conduct of council and I was well taught in this by former Mayors Ivan Hobbs and Garnet Rickard. Here arc some things that a united council could accomplish if they try. • Keep taxes at their present levels. levels. • Watch the budget very carefully- carefully- • Work closely with the police on the increasing crime problems. • Resolve the issues on the Lake shore for the fisherman, the sightseers, sightseers, the business and the residents. • Buy some park lands on which Continued on Page 5 We must continue to attract new industry and commerce. To do that the municipality needs: • 20-year official plan that prevents urban sprawl, protects agricultural land, has environmental controls, plans for servicing needs, speaks to recreational and cultural needs, lays out a road map for transportation and balancing residential / industrial growth. • a plan to meet water and sewage needs with the required facilities such as the 28 million dollars worth that were built in Clarington. in the- past three years. • A five year capital budget and a five year operating budget plan such as those that were put in place in 1994 ensuring that growth and service demands demands do not have a costly tax impact on existing business and homeowners. • Address environmental concerns listening to all sides of the issues and making the tough decisions required in a balanced, responsible way. • Be able to offer a community that has a lifestyle of quality, approval and history and a proud future. These are the things that business people look for in making their business business decisions. My 14 years experience, knowledge knowledge and understanding of these issues issues are the leadership tools required in the Mayor's office for the next three years. Regional Council -- Ward One Larry Hannah Libby Racansky Once again it is election time. I, Reg Willatts, am running for Mayor of Clarington. Other candidates that arc running have several years experience, experience, but have shown little progress during their time as elected officials. I feel it is time we elect somebody who will stand up and be counted and lead Clarington out of the wilderness. If elected Mayor, I promise to be the individual individual who will work hard to do that for you! 1 have studied Business Administration, Administration, taken political courses and have been involved in politics for the past 40 years. I have helped the last five mayors gel elected. v I will not be making election pronv iscs that cannot be kept, but will fight to get rid of the red tape and bureaucracy bureaucracy that is stopping the progress of Clarington. There is idle money sitting waiting to be spent creating jobs in Clarington. Clarington. There are people at present that have vacant property in Clarington they wish to develop, flicsc people spend thousands of tax dollars yearly, but because of red tape and paperwork this town will not allow them to move forward. In order to get out of this recession recession we must allow progress and let things be developed to create tax dollars and employment. If trees must be cut down a developer developer must be expected to put up two for each one removed. We must look at contracts that arc tendered mil. Anything being done currently is being being tendered to sources outside of Clarington,. Therefore, jobs arc being filled outside of Clarington. We must keep these jobs inside Clarington to create employment within our municipality. municipality. Any project that is built should have a by-law insisting on a 30% lar hour content from Clarington. ■ ; Courticc has become a very large community, I believe they should be entitled to a sports complex. Citizens are concerned with the environment, adjusting the cunrcnt plan would allow for the trees in the area to stay and the community to have a sports facility. Continued on Page 5 The current term of Council has been one of the most difficult in many years. We were hit with one of the toughest recessions since the great depression, depression, and very trying times for many families. This also meant a substantive substantive reduction in revenues for the Municipality' and the Region. However, However, the practice of building reserves have helped us stay the course in presenting presenting budgets for tough times, along with department streamlining. The world economy is changing, and we have to adopt to the realities of new and continuous change technologies, technologies, if we arc to stay competitive. competitive. Changing economies can create adversity but also some excellent opportunities. opportunities. Our municipality is in a very good position to take advantage of new high technological systems. Fiber optic optic cables arc in place in some major areas of our municipality. If the new council will have the vision to be innovative innovative in responding to the opportunities opportunities that arc available (staff included), included), we have the opportunity to develop a high tech centre. Increased industrial assessment means a lower draw on residential tax rates. We are blessed in the municipality with a : highly productive agriculture economy that we must preserve. We have an industrial-commercial base that has to built upon. The creation of the economic development development department by this council was a step forward in securing the future future vitality of our local economy and must be maintained, but continuing infrastructure infrastructure needs must move forward for a successful action plan. I believe in a community where we have the opportunity to work, play, raise our families with a sense of values, values, while providing for our seniors, and building a secure future for all. I trust that my vision of the future and my track record as your Regional Councillor will meet with your approval and continued support on November 14th. Arnot Wotten In July 1993, the municipality conducted an indepth piece of research research entitled "Public Attitude Sur northern fire station, the institution of a town-wide garbage collection program, program, the development of the Garnet Rickard Recreational Complex and the new Town Hall. He recognizes the importance of the largest industry in Clarington, which is farming and realizes the contribution agriculture makes to our local economy. Therefore, Therefore, he supports the protection and preservation of our prime agricultural lands and a reasonable development program in suitable areas for the municipality. municipality. Arnot said "there should be immediate immediate action on the much needed Courticc Community Complex and it should lie managed in such a way as to not impact the tax burden of the community". He is on record as supporting supporting zero lax increases now and in the foreseeable future. "We simply must live within our budget", added Wotten. I have lived in Courticc for over 18 years. During this time, I have made several presentations and petitions to Council on various local concerns. This has presented me with the opportunity opportunity to speak with hundreds of residents, residents, and now, with my campaigning, campaigning, thousands. I feel that I have a good understanding of the major issues. issues. Most people arc concerned about jobs, taxes and creating a healthy community. I believe we must create a strong business/industrial base for Clarington. Clarington. This way we can decrease our taxes, create jobs and services. Our communities need to be more self- sufficient, containing not only houses, but grocery stores, children's parks, natural parklands, and business services services to fulfill our day-to-day needs. We need some form of transit. Interest Interest courses for the young and elderly elderly arc required (ceramics, gymnastics, crochet, clubs, etc.). Courticc specifically specifically needs a library, and to have its polluted wells replaced by city water now. I> The safety of our communities needs to be heeded by increasing our police and fire protection. Only by doing doing these things can we make our area a safe, healthy place to live, work and play in. The needs of our agricultural community community must be addressed. They have been overlooked for too long. They do not have sufficient schools, shopping or other services. We need to become a place where farms, businesses, subdivisions, and nature can co-exist and complement each other. Evert Vroegh My name is Evert Vroegh, and I'm running for the position of Ward 1 Regional Councillor because Clarington Clarington has become a large bedroom community where development is out of control. Only houses were built and no industry, while taxes are now at a level where they scare away industry. industry. Everybody agrees Clarington's development went wrong, but nobody nobody is willing to accept the blame. This is typical for a situation out of control. And it will get worse unless somebody somebody takes charge - but don't count on politicians. If Clarington residents want to develop a community where their children will be able to find work and prosper, then they will have to gel off their butt, and take charge themselves. They must demand a new bylaw, giving residents the right to initiate and vote in referendums - binding on Council - on important local issues like tax increases, major buildings projects, large housing developments, and anything that affects Clarington in a major way. This will stiffen our Council's spine when dealing with special interest interest groups, more interested in promoting promoting their own interest than Clarington's. Clarington's. If elected, 1 will help put Clarington Clarington residents in charge, after all, it is their community, Regional Council vvy". In this study, residents were asked to answer a series of questions on how they would like to see the municipality of Clarington be managed managed and develop. The results of the study were very clear and Arnot Wotten believes that this should be the basis of councils actions for the forthcoming tenu. "This is the reason 1 am running for Regional Councillor in Ward 1," said Wotten. As a life long resident of Solina, a business man, farmer, cattle dealer and auctioneer, Arnot knows all of Clarington like the back of his hand. There are not many farmers in the area who do not know Arnot personally personally andwould gladly vouch for his business integrity. When he gets a call from a constituent, his local knowledge allows him to deal with situations and problems quickly and efficiently, Arnot served as local councillor for ward 1 from 1985 to 1991 and as the Chairman of the Finance Committee.
