They will eventually ban the promotion of tobacco sponsorships. The full ban will come into effect in stages during a five year transition period. At the end of the five-year period, all promotion of tobacco sponsorship will be banned. The live-year transition transition period will begin on the date the legislation amending the Tobacco Act is proclaimed. • Proposed regulations which will impose on tobacco companies the most stringent reporting requirements in the world. This will include mandatory mandatory reporting of all categories categories of tobacco sales, tobacco ingredients (including more than 50 toxic constituents) and details about tobacco product product research, manufacturing, manufacturing, distribution and promotional promotional activities. • The tabling of "access and seizure" regulations which confirm retail restrictions on sales to minors. • A reaffirmation of the government's commitment to spend $100 million on initiatives to reduce tobacco tobacco use. $50 million has been dedicated primarily to the enforcement of provisions provisions of the Tobacco Act. A further $50 million will be spent primarily on a targeted targeted campaign to reduce levels levels of smoking, especially among young people. "With the passage of this legislation, Canada will maintain its position as a world leader in efforts to reduce tobacco use," said Minister Rock. "Our approach is consistent with evolving international standards such as the European Union's proposal proposal for a transition period prior to a complete ban on sponsorship promotion. We arc also fulfilling the commitment we made in April 1997 in a way that treats all currently sponsored sponsored events equally." Minister Rock emphasized emphasized that the extension applies only to events and groups receiving sponsor ship funds from tobacco companies when the Tobacco Act came into force on April 25, 1997. The Minister also noted that the efforts of other governments in Canada, such as the Province of Quebec's recent tabling of legislation to restrict tobacco tobacco sales and promotion, would complement the federal government's actions to reduce tobacco use, especially among young people.
