After lengthy debate on Wednesday, Durham's regional councillors decided decided not to select future heads of the Durham Region by an election at large. However, the regional chair will be picked from among the 28 councillors who are elected to serve on the regional council. Regional councillors voted 13-12 against a recommendation recommendation that would maintain the status quo and allow regional council to elect any citizen to the post. Instead, elected officials officials opted for a solution which would see the future regional chair chosen from among the pool of newly- elected regional councillors, councillors, Incumbent Regional Chair ' Roger Anderson would still be eligible for re-election, under the.solu- tion recommended on Wednesday. The decision did not sit well with those advocating direct election of the regional chairman by all voters in Durham. "Celebrate the Future" is the motto that accompanies the logo. The new logo was unveiled at a meeting of Regional Council December 2nd. . Mega-Board Legislation Moves Ahead Mayor Warm GTSB Means End of Regional Govt. Legislation to finalize the new Greater Toronto area mega-board could be passed as early as next week. Durham's regional council learned on Wednesday of plans to proceed with second second reading of Bill 56, a document which will establish a single board to co-ordinate co-ordinate government and transit in the Greater . Toronto Area. Regional Chairman Roger Anderson said a standing committee of the legislature legislature will consider the bill on Monday, December 7th. MPP John O'Toole said hearings may be extended by two days to gather more input. Clarington Mayor Diane Hamre says the bill will be bad news for communities outside Toronto. "It's a step towards the end of regional government as we know it," she observed. She said one of the implications of a Greater Toronto Services Board will be the stalling of development in communities communities beyond the biggest urban areas such as Toronto and Mississauga. Services such as water and sewers would be concentrated concentrated in larger communities. "I see it as the first step in making the whole GTA one huge city eventually," the Clarington mayor added. She said under the regional system of government, smaller communities can get a hearing. "We've all been listened to and we've all been treated fairly," she said. With Toronto and Mississauga controlling controlling most votes on a GTSB super-board, the voices of smaller communities may not be heard. Mayor Hamre warns that, under the GTSB, those who have invested in local communities and expect to see their lands developed in the near future may be "out of luck." The emphasis will be on the larger urban areas, not the outlying outlying regions, Mayor Hamre suggests. Mayor Hamre said she has no doubts that Bill 56 to establish the GTSB will become law. "I think it's a fait accompli," she said. Regional Councillor John Mutton Continued on page 2 Preliminary Trial Date Set Preliminary trial dates for the man accused in the August murder of a Bowmanville bank teller have been set. Robert John Appleton, 29, was arrested arrested by Durham Regional Police August 4th, following the stabbing of 24-ycar-old Jennifer Copithorn, a Courtice resident. Appleton is charged with first degree murder. He made a brief appearance in court last Wednesday. Copithorn was attacked on her way into work at the National Trust bank on King Street in Bowmanville. She died of multiple stab wounds sustained in the attack.
