THE CANADIAN STATESMAN, FEBRUARY 20,2002 PAGE 5 Fees may be coming for school facility users liY CRYSTAL CKIMI Stuff Writer CIAK1NGTON - The free ride for community groups exempt from separate separate school facility fees could be over. The Peterborough Victoria Northumberland and Claringlon Catholic District School Board is revising revising its rental policy for community use of schools. Director of education Mike Langlois said maintenance costs at separate schools have increased in recent years due to high volume of community users. As a result, an administration fee may he applied to all groups. In addition, addition, some could face a further small rental charge on top of the fee. "What we're saying is the ministry does not fund free use of school facilities. facilities. We have to make sure we arc not using money from other envelopes to pay for costs that arc really community costs and not school costs," said Mr. Langlois. Some groups, such as parishes which have partially or fully funded past school gymnasium construction, are granted free unlimited access to the facilities. Some groups associated with schools get free use of facilities while others pay different rates depending on the event. Mr. Langlois will be recommending the board set up a sub-committee to review review issues faced by groups using schools after hours. The committee will also talk to parishes which have special agreements with the board regarding stmm sftici pasty Ladies 1/2 Price Until 8:30pm their unlimited assess to see if adjustments can be made. "We have no problem with allowing the parishes to use the facilities, but maintaining maintaining and upkeeping them is becoming an onerous task." added Mr. Langlois. Although many groups have been using facilities free of charge for years, schools arc feeling the pinch because of a reduction in provincial funding and growing requirements requirements regarding issues such as safety. "With the new funding system, you get money for certain things and we don't get school renewal money that's going to cover the expenses expenses of community use of facilities," said Mr. Langlois. "In other words, education is funding community use of facilities facilities right now and the funding formula doesn't allow for that." Some types of community use which may merit fees include include adult events like volleyball volleyball and big fund-raising dances where excessive wear and tear are expected. "We do not want to prevent prevent communities from using the facilities, but we don't want to he spending education education dollars on maintenance of facilities being used by outsiders," said Mr Langlois. I le added the outcome of the revisions will probably be administration fees, more groups being asked to pay rental fees and new guidelines guidelines such as whether a custodian custodian or staff member should be in attendance while the school is being used after hours. When the chances are decided, it may be until next fall when they come into effect. effect. MIKE IANGLOIS Maintenance costs have increased due to Inf'll volume of community users.
