Toronto stops Durham's GO Clarington commuters could suffer fromT.O.'s fight with Province BY JACQUIE MciNNES Staff Writer DURHAM - Better GO Transit service for Durham Region could be derailed due to Toronto's outstanding debts with the provincial transportation transportation provider, says Regional Regional Chairman Roger Anderson. As a result of $16 million in overdue payments, improvements to two GO stations stations in the city arc on hold. If left unresolved, the dispute dispute could affect Durham as well, says Chairman Anderson, Anderson, a director on the GO Transit board. Part of the GO 10-year plan calls for a third rail to be added from Union Station in downtown Toronto through Scarborough to the Pickering station. The added track would allow improvements improvements to commuter service for Durham. Already, Chairman Anderson Anderson says, the 10-year-plan is turning into a 12-year-plan and if Toronto does not hold up its end of the bargain, things will get worse. "Toronto is part of that 10- year capital plan. Toronto owes (its portion of) one-third of that capital plan. Toronto has to be part of that." After federal and provincial provincial funding announcements in the past year, GO was expecting expecting to move forward, as early as next year, with implementation implementation of the plan. But the expansion funding is based on a one-third sharing formula between each of federal, provincial and municipal levels levels of government. The GTA regions and Toronto pool their funding based on a formula that was determined when the Greater Toronto Services Board was functional. Durham's portion of the funding will be about $12 million annually once the expansion expansion plans get under way, the chairman says. Currently, only about $4 million of that is turned over to the Province for GO-related costs and the remainder is divided amongst the Durham municipalities for transit initiatives. Notice of Public Information Centre Series #2 Highway 407 East Completion Environmental Assessment (EA) Terms of Reference and Individual EA for Route Location/Concept Design THE STUDY The Ministry of Transportation (MTO), in partnership with Ontario SuperBuild Corporation and in consultation with the Region of Durham and local municipalities, is undertaking an Environmental Assessment (EA) Terms of Reference and Route Location/Concept Design Individual EA for the extension of Highway 407. THE PROCESS For a provincial Individual Environmental Assessment, the EA Act requires that a proponent prepare a Terms of Reference (ToR) to define the framework for fhe proposed EA Study. The ToR requires approval by the Minister ol Environment (MOE). In preparing the ToR and the Individual EA for Roule Location/Concept Design, the Project Team will seek public input and comment. PUBLIC INFORMATION CENTRES IPICst This is the second series of PICs dealing with the preparation ol the ToR. Stall from fhe Project Team will present fhe Draft EA Terms of Reference and supporting documentation. Comments on five theme areas are being solicited: Draft EAToR process and schedule, transportation planning/need, proposed EA study area, evaluation approach, and environmental and technical work plans. Each PIC will include an Open House component and a presentation. Stall will be available to answer questions on the live theme areas noted above. Route location alternatives will only be generated if the ToR is approved by the Minister ol the Environment. These alternatives would then be the subject of a future series of PICs.
