No matter what you have heard or even read, the Municipality IS NOT cancelling this program. This year's budget process has not been easy. There have been many priorities and projects that have, demanded the collective attention of -- Council. At times like these, ideas for reducing costs and using our money more efficiently are often put forward for discussion. Council must consider all suggestions and weigh the value of the service relative to the cost of providing it. In 2003 the program's operational cost was about $ 97,000. During budget deliberations Council considered the merits of charging a nominal fee to recover some of the program costs. If we, as citizens of Clarington, want to prevent or, at the very least, minimize increases to our property taxes Council must consider all ideas relative to reducing costs. There is economic value to creating a user fee system but there is a greater need to do more research into the advantages and impacts of doing so. At the end of the meeting, Council decided that it is not appropriate appropriate to implement a user fee process at this time. The snow and windrow clearing program will continue for the 2004-05 winter. Applications will be available from the Operations Department and need to be completed and submitted by October 15, 2004. Pool Drainage By-law O n April 5th Clarington Council passed a by-law to regulate drainage from private pools, hot tubs, backyard artificial ice rinks and sump pumps. The by-law requires that all such drainage be made to the front of the property so that it can be carried carried away in the municipal sewer or ditch thus preventing flooding of surrounding properties. Bowmanville will be increasing. The rate will change from a flat rate of $2.00 per day to 500 per hour for any periods in excess of 2 hours. There is no fee for any vehicle which is parked in the lots for less than 2 . hours. The new rates will apply to the lots on King Street east of Temperance, Silver Street north of King Street, Church Street west of Division and the lot located at the south west corner of Division Street and Church Street. That's the new message going out to drivers in Ontario. Under a new law, drivers must yield to buses as they pull away from bus bays and re-enter adjacent traffic lanes.
