After receiving complaints about noise and speeding all terrain vehicles from a few residents residents living in the area, council council may consider a bylaw to gate the. entrance to trails in the East Cross Forest, formerly known as Test Hill. The trails would continue to be used in winter for snowmobiles. Tony Cannclla, director of engineering, said the public meeting would help his department department sort through concerns. "We have to get some feedback feedback to find out how they use the access," said Mr. Cannella. "We would design a gating system system based on that (only if) it's in the pubic interest to restrict access." 1 The portion of Boundary Road in question is a 260- metre paved road joining onto Old Scugog Road to the west. The East Cross Forest Task Force was created in 2002 as a short-term solution to help control control dumping of waste, tres passing and environmental degradation, but policing ATV use on public trails is a police matter, said Mr. Cannella. "Right now it's illegal for ATVers to access public roads in the Municipality of Claring- ton," said Mr. Cannella. The forest is located in the southeastern portion of the Township of Scugog covering 3,350 acres and the East Cross Creek twists through the Oak Ridges Moraine. Many at the meeting are long-term residents who have enjoyed the trails for years, or. recently moved to the area to have access to trails. Stewart Watt, a 28-year Bur- keton resident, said he is concerned concerned the Municipality is setting setting itself up for liability problems. problems. He said people will continue to use the trails and the gate could pose problems for emergency emergency access. "They'll be waiting to get the gate open to get ambulance and fire crew in," said Mr. Watt. "Who is going to be responsible?" responsible?" Sandra Dunham has lived near the trails for 15 years and suspects gating off access in one area will only encourage higher traffic in others. "The gate only closes off one end... but there arc 10 possible possible openings to get onto trails and that has to be looked at," said Ms. Dunham. She said alternatives might be lowering the speed limit and increasing fines, or laying down speed bumps to slow traffic coming into the area. Cathy Bambrough is one of the newer residents who moved to Burketon so her children could use AT Vs and bikes on the trails. She believes the money would be better spent on enforcement. "People will just tear down the gate if you put one there," said Ms. Bambrough. She suggested a police blitz to let the public know there will be no tolerance for those riding around without a licence. As well, she said the gates could be closed at night, or could be operated on an automated system. system. She said if users applied for gate passes, the Municipality could control who was allowed to enter. The issue has been referred to staff and because the trails pass through Scugog Township, Township, Scugog council will also be required to weigh in before any decisions are made.
