Of course, farmers face other economic pressures pressures due to the BSE scare, farm subsidies around the world, our cheap food policy and the increasing increasing environmental regulations. But around Toronto, there is another enormous threat -urban sprawl. The challenges facing us are enormous. We live near the economic economic engine of Canada which is responsible for our high quality quality of life but creates great problems. The Province estimates that by 2031, there will be an additional four million people in the GTA-Hamilton area. What are the prospects if we do nothing and continue to grow as we have: the Province estimates that by 2031 average automobile travel times will increase by 45%; greenhouse gas emissions could increase by 25 %; new development development will consume 1000 square kilometers of valuable farmland. farmland. Is it any wonder that the Province has got back into the planning business with their Growth Plan for the Greater Golden Horseshoe? The question of accommodating growth is on every- one's mind these days. The City of Toronto's Official Plan provides provides for 1 ' million new people within its borders. That still leaves 3 million to be accommodated in the surrounding regions! Council recently heard a presentation from the Urban Development Institute (UDI) on urban land supply issues in the Greater Toronto Area. UDI is arguing that to accommodate this growth, in addition to infilling and intensifying (i.e. rebuilding existing cities at higher densities); and the 100,000 acres of lands already designated for future urban development, there is the need for an additional 80,000 acres of new development land. That means that around Toronto an area three times the size of Clarington will be paved over in the next 30 years. The main difference between the Province's plan and the UDI plan is the ability to accommodate growth through intensification. The Province hopes that 40% of new growth will be accommodated accommodated through redevelopment at higher densities. The UDI expects that consumers will only accept 30% through intensification. intensification. In either scenario, large new urban development areas will be created. In either scenario, a more compact urban development development is contemplated. In Clarington we have been relatively isolated from the massive growth that has been experienced to the north and west of Toronto. However, we are experiencing an interest from developers developers that we have never seen before. The future of our community community will require the thoughtful input from our citizens, the detailed analysis by our staff and the careful consideration by Council. We will work to influence the Province's Growth Plan and the Region's Official Plan Review to reflect our values about growth. However, two things are for certain: we cannot put a moat 1 around the Municipality and stop all growth, and secondly, we cannot grow only through low density subdivisions. Let me assure you that members of Clarington Council recognize recognize the importance of agriculture to this Municipality. We formed the Agricultural Advisory Committee of Clarington to provide a forum for the farming community to advise Council on a whole range of matters. Our Planning staff made submissions to the Greenbeit Task Force to request the Province to protect prime agricultural lands, including a permanent Greenbeit to separate Bowmanville and Courtice. In the many small and large planning decisions that are made every day,-we seek to protect prime agricultural land. Over the past three years 100% of agriculturally agriculturally designated land has been preserved. Unlike the development industry, Clarington Council does not view agricultural land simply simply as inventory for urban development. We will ensure that agriculture agriculture remains an important part of our future and work with our provincial and regional partners to contain sprawl. I urge you to get involved in the Provincial and Durham Region planning process.
