The Region recently reviewed its five year economic forecast and budget guidelines.This has resulted : in the same picture, a 6 percent perennial perennial increase, being painted for 2005 as i that for the last couple of years. This is totally UNACCEPTABLE! I am going to tell you about where the Region needs to make program cuts and where the Provincial Government needs to correct certain disparities. Two years ago I coined a phrase called "stealth downloading . What is stealth downloading? This is where the Provincial Government decreases decreases the funding that it gives the Regions but ensures, through provincial rules, that we must maintain program expenditures at historieslevels. So the program still costs the same but now the Region must pick UP the portion portion that was funded by the Province from the taxpayer It is unseen by the taxpayer and hence it is "stealth". The Region gets the blame forthe tax increase and the Provincial government walks away unscathed until the public realizes this inequity. Another area of inequity is our residents paying for socia! assistance apd social housing in the City of Toronto as a part of Provincial pooling . As unbelievable as this may sound, the costs for the City of Toronto, recenF |y putting some of its residents in hotels, were covered by Durham tax cavers by 6.5 percent. I asked the Premier to honour his party s position when they were in opposition and that these costs be taken off the backs of Durham's property taxpayers. I will also tell you that I believe that Durham has areas where we can reduce expenditures on services provided beyond our mandata For example Durham is mandated under provincial legislation to operate one Home for the Aged. We have 3 which is providingan over senrice level of 2 homes and costs the Regional taxpayers between 15 to 18 mil lion dollars per year (5- 6 percent). What I have been suggesting for the Dast 3 vears which is finally getting the attention from some of my SndlSàgues is dkjhg 2 of Ihe homes to ,he prtote seobr which must provide sen/ice levels to provincial standards and he Region, through attrition, have no adverse staff impact. As a result, the residents at the Homes for the Aged enjoy the same service evels staff maintains their employment and the Region is able to free up 15 to 18 million dollars per year to reinvest into mandated responsibilities like roads and housing*Doing this also provides our taxpayers some well deserved tax relief.
