Municipal Clerk PL031180 PL040131 PL040041 ONTARIO MUNICIPAL BOARD NOTICE OF PUBLIC INFORMATION CENTRE THE MUNICIPALITY OF CLARINGTON COMMERCIAL POLICY REVIEW PUBLIC INFORMATION CENTRE The Municipality of Clarington will be hosting a public information centre to provide landowners, business business owners and other interested parties with information regarding the Commercial Policy Review, and to provide the opportunity to make comments, on the draft policy directions, identified issues and provide additional information relative to the Review. The Commercial Policy Review is part of the Municipality's review of its Official Plan. Municipal staff, together with Meridian Planning Consultants, the project planning consultant, urbanMetrics and Tate Economic Research, the project marketing consultants, Brooks Mcllroy, the project urban design consultant and Totten Sims Hubicki, the project transportation consultant, will be on hand to meet with residents and business owners in an informal setting to review the study findings and to answer questions. PLACE: RICKARD COMPLEX, HALL A Some of the key objectives of the Commercial Policy Review were intended to address the following questions: • Is the existing overall commercial structure and policy framework in Clarington appropriate and what, if anything needs to be changed; • Can the historic downtown areas in Bowmanville, Newcastle and Orono remain vibrant if there is an increase in commercial floorspace in their respective markets; • What transportation infrastructure is needed to support commercial areas and how can the Main Street function of Central Areas be implemented? • What should the planned function of the Bowmanville East Main Central Area and the Bowmanville West Main Central Area in Clarington's commercial hierarchy be? • What, if any, adjustments are required to the existing commercial policy hierarchies? In addition, the Commercial Policy Review is intended to address the commercial applications cur- kv.rently being considered by the Municipality, especially those to increase, the amount of commercial development permitted in West Bowmanville to allow a. Wal-Mart, a larger Loblaws and a Home • Depot tovbe constructed to the north-east and to the north-west of Green Rd. and Highway No. 2. Section 10.4.2 of the Official Plan would also be amended by increasing the amount of gross > leasable area for retail and personal service uses currently permitted within the Bowmanville West Main ; v Central Area of 40,000 square metres (430,570 square feet) to permit the proposed developments. £ The proposed Official Plan Amendment would delete the proposed Uptown Avenue as a col- ■> lector road west of Green Road and delete the proposed Boswell Drive as a collector road between -; v King Street (Highway No. 2) and the proposed east-west collector road. West Diamond/Plavers' Proposed Zoning By-law Amendment •* The purpose of this By-law is to amend the Comprehensive Zoning By-law 84-63 of the former > Town of Newcastle by rezoning the subject lands from "Holding - Highway Commercial (H) C8 ,.
