Allowing such large development will pose a problem for all of Clarington's downtown areas, said Tenzin Gyaltsan, owner of Newcastle IGA and a member of that village's BIA. "You forsake our downtowns, to have this type of development. Basically, do we want to have our town centre at Green Road?" he asked. Clarington had undertaken a retail analysis to help determine how much and what type of retail should be built. According to consultant Doug Annand, of UrbanMetrics, many Clarington residents residents are leaving the municipality to do their shopping, and the construction of new retail could help stem that tide of shoppers out of Clarington. "To have a policy structure that supports supports repatriating some of those dollars back to this community; we feel that's a good thing," said Mr. Annand. Proponents of the new development will work with the downtown, said Ros- lyn Houser, a lawyer for one of the developers. "We are hopeful that, in the time before this comes before council, we will have time to meet with the BIA, to talk about why this is a win-win," said Ms. Houser. "The challenge here in Ontario is to reflect the unique situation in Durham Region," because of the two layers ol municipal government, local and regional, said Mr. Godfrey.
