!-ORONO WEEKLY TIMES, JUNK 18th, 1975 Orono Weekly Times NOT THE RIGHT TIME Councillor Lyall. never known to back done from a verbal debate or confrontation, has now publicly announced that he will not be a cnadidate for the East Durham riding at the coming nomination meeting on Thursday evening. "It is not the right time", stated Lyall and he pointed to the fact that the candidate will be chosen by delegates and not the general meeting. Under this procedure of voting to choose a candidate and due to the fact that delegate cards were being passed out on Monday for the Thursday meeting Councillor Lyall felt his chances of winning the race were not too great. He said due to lack of organization of the new organization and the recent distribution of crads it did not give him the opportunity to speak with voting delegates before the meeting. Many conservatives have been openly wishing that Lyall would disappear which group mainly represents the establishment so for this group the statement by Lyall should be a welcomed one. It could well be pointed out that the councillors support in the past has not come from the old establishment of any segment of the ward. But these establishments do change and Lyall due to his elections to both the School Board and council does prove one fact that he does has support throughout the general public. We wonder what the councillor could have done if it had been an open convention and nomination to the membership of the local conservatives. We agree he had little chance under the present conditions. The conditions of the nomination meeting were set at a recent founding meeting of the conservatives. Their procedure does now differ with the liberals who for the first time held an open convention with all members being able to vote. THE DECISION HAS TO BE MADE Today, Wednesday, the Regional council will be making a decision concerning the operation and financing of water and sewers within the regional. According to the act water and sewers is a responsibility of the region and not of the area municipalities. At the present time the Region does operate the numerous system throughout the region with each system operating financially as an individual system. Costs, both operational and for capital are charged back to the municipality. The new system being proposed would in fact make a pail of water in Orono cost the same as in Oshawa and all costs both for operation and caital would be taken from user rates which would be equal over the whole region. The city of Oshawa is opposing this arrangement stating that costs to city dwellers would rise by some 87 percent while it would lower rates in other centres, sometime by a considerable amount. There is no doubt that costs would rise in Oshawa but surely they cannot forget that other services such as roads and police protection are not shared by other centres to the fact that this sharing has reduced costs to Oshawa residents. Lets take this into consideration too and in policing although taxpayers in Orono pay the same number of dollars and cents for the protection as they do in Oshawa they do not have the service. Figures have been bouncing around whether or not Oshawa has gained or lost in this new form of gobernment. Although we are not a financial wizard and one would have to be, it does appear that over the long haul and taking all into consideration no one is going to suffer any more than someone in the same circumstances in another area in the region. ITS GOOD TO SEE Enthusiasm and enjoyment are two aspects of live that can warm one's heart when it is displayed, especially by the younger set of the community. Too foten we only read about those things that the news media has termed news worthy and all too often this in on the negative side of events. Locally a group of young Orono guides showed this enthusiasm and enjoyment in their recent endeavours at a Camporee and the same must be said of competition in local sports events and assistance from such as pupils from the Pines Senior School. There is much to beoappy with in this day and age, all we have to do is look for it. OBITUARY HARRY MILTON COWAN Were passed to rest, June 3rd, 1975 at the Oshawa General Hospital, Harry Mil- ton Cowan, husband of the late Marguerite Waddell Cowan Cowan in his 84th year. He was born in the vicinity of Orono on January 3rd, 1892 and his entire life was spent in Clarke Township. The funeral service was held from the Lang Memorial Chapel Friday, June 6th. The service being conducted by Rev. Basil Long of Orono United Church. Pall-bearers were Messrs. Fred Yeo, Laverne Patterson, Otto Coatham, Norman Andrews, Andrews, Alfred Perrin and Robert Hendry. Left to mourn his loss are his daughter (Jean) Mrs. Hilliard Simpson of Great Falls, Montana, their grandchildren grandchildren and eight greatgrandchildren greatgrandchildren also one sister Vera, Mrs. Carlie Crease of Toronto. Two grandchildren Sawn and Hilliard Jr. predeceased predeceased him. O.P.P. busy at Mosport The Ontario Provincial Police Police at the Newcastle Detachment Detachment investigated the following following Motor Vehicle Accidents and Occurrences during the period June 9, 1975 to June 16, 1975. Thirty-five ' Motor Vehicle Accidents were investigated in which fifteen persons were injured. Nine of these collisions collisions took place at or ne^r Mosport Park during the past weekend. As a result of these collisions twelve persons have been charged with offences under the Highway Traffic Act and one person has been charged with a driving offence offence under the Criminal Code. The Newcastle Officers also investigated one hundred and fifty-eight occurrences of a general nature. Some of these occurrences were as follows : There were eleven investigations, investigations, relating to Theft offences offences three relating to Break and Enter offences, three relating to Wilful Damage offences and three relating to complaints complaints of Assault. Other acitivies include investigations investigations into complaints of erratic drivers, lost and found properties properties and missing persons. During the past weekend the Newcastle Officers, along with other Officers from various Detachments within Peterborough Ontario Provincial Provincial Poice District, investigated investigated various occurrences relating to events which occurred at or near Mosport Park. These occurrences pertained pertained to several reports of lost or stolen properties, trespassers, wilful damage and complaints of assault. Several investigations con- cerned violations of the Liquor Liquor COntrol Act. Twenty-two persons have been charged with offences under the Liquor Control Act, nine persons have been char) ged with offences under the Criminal Code and nine persons persons have been charged with driving offences under the Criminal Code. Some of the above mentioned chargesre- sulted from investigations relating to occurrences which took place at or near Mosport Park. Seek provincial qrant for study Additional teacher for Orono The Regional Public Works Department director has been authorized by the department to look into the'-possibility of obtaining a provincial grant to conduct a series of studies in hamlets throughout the area in regards of the fesibility of water and sewer services in the hamlets. The study is expected to cost $55,000 and would be conducted by the engineering firm of Underwood, McLellan College offers dental nursing Durham College announces an expansion of its Dental Assistant program will now qualify as Dental Nursing. The new program will include such additional procedures procedures as the taking of impressions for study models, polishing of teeth, and application application of fluoride. The Dental Nursing program program will also qualify as the first year of the two year Dental Hygiene program offered offered at George Brown, and Algonquin Colleges. Durham College is still accepting applications for its Dental Nursing programe, which is designed to service the Durham Region as well as the Loyalist and Sir Sandford Fleming College areas. There would be thirty-five areas considered in the study and local areas under consideration consideration would include Orono, Kendal, Leskard and New- tonville, Enniskillen, Tyrone and Solina would also be included in the study when and if funds become available According to a comment by Coun. The additional teacher became necessary due to an expanding enrolment enrolment for the new session starting in September. Mr. D. Moffatt, principal at the school, said that last years ration between teacher and students was 1-28 while this coming year it will be slightly reduced to 1-26. Mr. Hugh Laing who has been teaching in the Bow- manville High School comes to the Orono Public School to teach classes four and five.
