Ivan Hobbs criticized the transitional grants paid by the province to ease the transition of merging municipalities. The grants are the real "joker" he said because the various municipalities municipalities did not ask for regional government. Therefore, the province should be more liberal in its spending on the transitional grants. "I don't think we are getting the grants we should," he added. "I do not think council can absorb educational costs ourselves and still maintain the proper functions of the municipality. Nick Hall, A GM director of news relations, said the company company is interested in making its cars lighter and more fuel efficient, hence the move to optional equipment. He also indicated new car buyers would have to settle for a "cafeteria" buying situation until the 1976 cars become available. This means the buyer goes into the car dealer and buys what is on the lot, rather than ordering direct from the factory. General Motors stopped taking taking orders for cars in May. LIGHTER ENGINES Physically lighter engines will be included in the new 1976 GM line-up. Mr. Hall declined to say just what items on GM cars will be made optional equipment. Ford Motor Company of Canada is also planning to remove much of its standard equipment and make it optional, optional, Electric clocks, tinted glass and deluxe seat belts are among the items Ford plans to make optional. In some cases, power steering, steering, power brakes and automatic automatic transmissions may also become options j as well. A spokesman for Chrysler of Canada in Windsor said it has no plans to change either optional or standard equipment. equipment. ALEX CARRITHKRS M.P.P. DURHAM In a news release from Queen's Park, Alex Carru- thers, M.P.P. for Durham announced that tenders will be advertised for the Ministry of Correctional Services on July 21st arid July 23rd for the replacement of the steam pressure reducing valves and heating repairs at Millbrook Correctional Centre. The estimated completion date is September 30, 1975. Alex Carruthers Socred disagrees with blind brief TORONTO - A totally blind businessman who is running as Social Credit candidate in Durham East is critical of parts of the brief presented to the Ontario cabinet Wednesday, Wednesday, by the Peterborough Blind Club. Ray Beacock, 60 said today "I can see what the blind people are after, because everyone is smashing and grabbing for whatever they can get and our people may as well smash and grab for our share". The Socred candidate, who has been totally blind since the age of 13, blamed the attitude on the welfare state philosophy of the present government. Wednesday the Peterborough Peterborough Blind Club presented a brief to the cabinet which called for pensions to totally blind people, without a means test. At the moment pensions are only available to people with no adequate means of support. Mr. Beacock was a textile retailer in Toronto for 20 years, and still owns the fabric and wool store he used to operate on Pape Avenue. "I don't get it," he says of the pension. "I don't think blind people who can take care of themselves want more perdons." As an alternative suggestion suggestion the candidate outlined the Social Credit guaranteed income income policy. He said a Social Credit guaranteed income program would unite ail the money now spent by the province on pension, compensation and welfare schemes into one fund, and distribute it to everyone without a means test. The program, he claims, would carry with it an incentive to work for people able to work, and a guarantee of a reasonable living for people who can not. "If we could assure everyone, everyone, whether he is able to work or not, of a reasonable income we would not need all these pensions," says Mr. Beacock. "i like the idea of a guaranteed income without restrictions." By administering all the pension and . welfare money out of one pot he thinks less would be lost to bureuocracry. The candidate points opt that blind people certainly have extra expenses sighted people don't face and "things slow down for us," but increased charity is not the answer. Mr. Beacock was officially declared the Durham East candidate Thursday, by Ontario Ontario Social Credit leader Sid Hamelin. On July 7 Mr. Hamelin followed the party practice of mailing a letter to each member telling him of Mr. Beacock's interest, and allowing allowing ten days for any member of ask for a nomiation meeting in the riding. When no such request was received by July 17, Mr. Beacock was declared the Durham East candidate by acclamation. The candidate says the blind request for pensions to more people, "is not in line with what I think, or with Social Credit policy."
