Oppose architectural subdivision control The Real Estate Board along with the Builder's Association and the Developer's Developer's Association spoke out against the Town of Newcastle Newcastle implementing a proposed Architectural Control Committee Committee to consider the architecture architecture and esthetics of new subdivisions. Mr. Gleiberman headed the atttack of the proposed committee committee stating that such regulations as imposed by an Architectural Committee would prove problems for the development and building " business a$ well as increase the cost of housing to the new home owner. He also pointed out that there was no avenue to lodge complaints and that the administration of the. control could only become a nightmare. He felt guidelines could be lived with but not controls. Mr. VanDyke spoke on behalf of the Real Estate Board also said that such controls would add to the cost of new housing. He said every $1000 added at the beginning of construction or development development comes in at $3500 for the home owner. Mr. Fleischmann speaking on behalf of the Durham Region Builder's Association said the committee and its rulings would have tremendous tremendous implications to the industry. He said it would'not only increase the cost of housing but would affect the small builder adversely. He said no one could look down' the road two to five years knowing what style of housing would be in demand. He also stated that there was great concern with one architect having control over the design design of housing in a subdivision. subdivision. He also pointed out that the building industry was • not being represented on the committee. Mr. Armstrong of the Regional Developer's Association Association also spoke to the committee stating his association association was also opposed to the proposal which would delay approvals and add to the cost of housing. This additional cost is passed onto 1 the home owner he said. He pointed out that there were few devel- opers-builders in the area and that sub-divisions when completed completed by the developers are sold five or ten lots to -1 a builder. Armstrong also pointed out that the Town did have controls as to quality through their building codes and that of the Provincial building codes. The builder must provide a marketable product to sell and buyers are becoming more selective in their choice. This makes it that builders must be competitive competitive and producing a quality product, he said. Counc. Holliday the spopsor of setting up a Architectural Control Committee said its purpose wag to control the quality of the'sub-divisiori and to ensure its esthetics. He said the cost of the control in Whitby was less than $100 a house and he suggested the committee be small. He suggested that the Orono Weekly Times, Wednesday, April 18th, 1979-5 little more quality", he saiu. All those in opposition to the proposal stated that it would at least cost $300 per lot to go through the procedure. Donald Smith, Planning Director, stated that the committee be composed of one from planning staff, one from Public Works, a representative representative from the Developer, Developer, a representative from the builder and a hired architect paid for by the developer. He also said there should be no political implication implication or representation on the committee. . "We don't want anymore bureaucratic controls," he said. "I want a planning department had proposed proposed some guidelines rather than regulations and he would like to go over these. He said the committee had gone a little farther than had been recommended by the department. department. He said he did approve of ' guidelines and possibly some controls. The matter has been returned to the department for a further report.
