The display was presented by Denise Challice ; The Planning committee of the Town of Newcastle on Monday evening received a revamped plan of development development for the Village of Newcastle according to former former direction of the committee. The revamped plan is to be recirculated amongst local and provincial agencies and again considered by " the committee. Don Smith in presenting the revised plan stated the new plan encompasses the development development in Newtonville of 207 lots compared with the former plan of 21 lots over a five year period. He also pointed out tha't as directed by the committee the planning planning department had included the area between Highway 2 and 401 with a possible road pattern as a development area. Smith informed the committee committee that the planning department could not in any way support the revised plan for Newtonville and if called before the OMB to give evidence at any possible hearing would have to state - they were not in agreement with the plan. Smith asked council members members to seriously consider the plan before giving approval. He said the revised plan, as directed by the committee, . would necessitate 1 a major amendment, to the Regional Official Plan and would have to designate Newtonville as a growth area rather than a non-growth area. Smith pointed out that in the past he had informed council members that major development in Newtonville would require a municipal water supply and he said the development of property between between the two highways would necessitate a full-scale ground water study. The planning director said the department was now in the hands of members of the committee and were seeking further direction as to the revised plan. In his report he stated that if the revisions accurately reflect their intent it would be appropriate for the Council to direct staff to recirculate the revised plan and to forward the revised plan to Regional council for comment, accompanied by a request to initiate the req uired amendment to the Durham Regional Official. The Planning Committee received the report and directed the planning staff to recirculate the revised plan and with comments from the recirculation bring the proposal proposal and comments back to the committee. The commit- ,tee did not support, at this time, an amendment to the Regional Official Plan.
