OFF AND RUNNING With twenty candidates seeking seven positions on the Town of Newcastle council and eight candidates seeking the four positions on the Newcastle Hydro Electric Commission electors in the Town have a wide choice come election day, Monday, November 10th. The door is also open for change in Wards One and Two where more than the required number of candidates have filed papers for the four positions on the Board of Education. Ward Three have returned their sitting members through . acclamation as only the two incumbent members had filed papers for the two positions from the Ward on the Board. There definitely will be change on the Town of Newcastle council since all three incumbent local councillors are challenging for the three Regional positions on council. This in itself calls for at least three of the seven-person council to be new faces from that of the present council. These faces, may however, be familiar as two previous council members of a former council are in the running for local council positions. It is conceivable that all council seats could change but it is not likely to happen. Those who have placed their names in the ring both for council, hydro and the school board are to be congratulated' for doing so. It is a sign that our democratic system works and the electors have the opportunity for choice in the upcoming election in all fields of municipal affairs. The decision is now in the hands of the electorate and with the electorate there now rests the responsibility of making their choice for the good of the municipality. If the candidate has a responsibility after he or she is elected to office it is also true that the electorate has a responsibility in becoming familiar with the issues in this election, past performances and as well becoming knowledgeable as to the capabilities, the integrity and the viewpoints of the candidates. Its not an easy matter for the electorate for there will be plenty of rhetoric and chaff among the grain. But it is an efficient, sound and fair system of government in t il phases of municipal affairs that is being sought at this time. The decision is now in your court with this decision to be made on November 10th. Use it wisely for a better community all-round. FOURTEEN PERCENT OF OBJECTIVE REACHED As of October 14th the United Way drive for funds had reached fourteen percent of its objective, a total amount of $187,066.00. The objective of the fund drive is $1.23 million up slightly from 1979. The canvas is in its early stages and. returns from the various sectors are just beginning to arrive at the United Way headquarters. Canvasses are being conducted throughout the commercial, industrial and professional sectors of the Oshawa, Whitby and Newcastle areas. The residential sector is being reached through a mailing campaign. Letterto the editor I would like to make some comments on articles that have appeared in the press and attributed to certain councillors and the mayor. It has been stated that the first five years of the Town of Newcastle had' ended in a surplus. This is not the case for the deficit for 1978 reached $90,000 and this was not known by the 79-80 council until September of 1979. Cost of running for Mayor is reason for not doing so. This raises a question in my mind and I believe the reason is the fear of defeat. Members of council taking money from outside sources for campaign but councillor 1 states wants to pay for his own so he can make his own decision. This is a broad statement and not correct as far as I'm concerned, said Barr. Councillor's statement that other councillors are not doing homework etc. Not correct as far as I'm concerned, concerned, my agenda has many notes attached. Council being investigated as stated by letter to editor by Harry Irwin. I respect his right, to his opinion but council is not being investigated. The Orono salt inuendo by Irwin. This council was not in force until Dec. 1978 so how would they know about 1977 to which he refers. His statements statements raise a question in my n\ind as to whether he has any idea as to what he is talking about. I don't know where he gets the Barr-Clarke team. I don'f kpow of any or if any dire secrets are kept from the public. It's all nonsense. Mayor's letter to HaWy Irwin regarding deficit written written on behalf of council. I did not vote in.favour of information information being sent because a) did not have an opportunity to read and study it, b) a scan of it indicated a couple of points I did not agree with basically a real attempt was made to. a'nswer Harry Irwin's letter. . This is the time for calm, clear-Jieaded, common sense, positive and constructive thinking and action. Council and staff, have and are instituting changes to improve operations especially especially in regard to the financial situation. I'm not attempting to whitewash whitewash Mr by-pass any of the present problems and woûld be pleased to discuss this with any citizen if they wish to contact me. Personally, I congratulate anyone who places their name to run for public office offering their services to the community. I suggest they not be concerned if they face defeat, you are at least offering your services and believe me, it lakes a lot of time and patience ,lo do the job properly. * Keith Barr. Open letter to Garnet Rickard OPEN LETTER TO GARNET RICKARD, MA YOR OF THE TOWN OF NEWCASTLE Dear Mr. Rickard: I have declared my candid- ancy for the office of Mayor of the Town of Newcastle, because because I believe a fresh approach is needed to bring about effectivg management of the town's affairs. I am of the Opinion that the people who foot the bill should have the best possible representation representation at both local and regional councils. I have had the opportunity to discuss some specific issues with you and as a result, I had to conclude that your political views and priorities are vastly different from my own. I would like to think that my ideas would be better for this town than yours but I do not wish to be the sole judge. For that reason, I hereby challenge you to a man to man public debate on such matters as taxation and the town's administration, during the week of October 29th, at a location of your choice. I am anxious to meet with you, at your convenience, to define topics and the appointment of a moderator. Where costs would be involved, I will gladly contribute contribute my fair share. In speaking with Mayor Rickard on Monday night he said he had yet to receive Mr. Hulsman's letter. As to whether whether or not he would agree to the challenge Rickard said he would take the letter to his campaign committee where it would be discussed. He said if a debate was held it would be on the complete spectrum of the mayor's position in the community, not on one or two subjects.. Gordon Montgomery once again as he conducted our anniversary service at Kendal. Kendal. He choose as his subject the Church - ,a Community of Concerned People. His scripture scripture reading was Galations 6:1-10. He brought us a fine message. We were glad to see Mrs. Montgomery much improved improved since we saw her a couple of years ago. The soloist Mr. Jim Coombes gave two fine selections. In regard to the Smuk family who lost their home by fire one week ago. Mr. Smuk will be in Bowmanville Hospital Hospital at least another week because of second degree „ burns on his head and hands. Mrs. Smuk and the family are, now located across the street from the Orono bank and just south of that little milk store in the Partner apartment no. 2 on Main Street. Donations may be left at J'Me Fashions in Orono. Ninety-seven ladies came to Kendal on October 16th from the eight Institutes of West Durham. The program consisted of one skit entitled, 1 "Do you believe in signs?", by the Kendal ladies and three musical numbers that were enjbyed by all put on by three other institutes. After the draws were made and thé home baking'and vegetables sold lunch was served in the Sunday School room. The United Church Women met at the home of Mrs. R. Youngman on Wednesday evening, October 8th with nine ladies present. Miss C. Stewart, the president, opened opened the meeting with a poem, I thank thee, Lord. We sang, Walter Beath steps down as chairman Walter Beath, who has held the position of Regional Chairman for the past seven years has stated he will step down at the end of this year as chairman and will not seek re-election to the post. Beath was appointed chairman chairman of the first Durham Regional council by the provincial government and tôok office at the beginning of 1974 He returned as chairman chairman of Regional council at the end of 1976 for the 1977-78 term on a vote of council and again in late 1978 to continue as chairman for 1979 and 1980. In the 1978 election of chairman Beath cast his own vote to break a tie in the election of chairman. During the past seven years Beath states he has not spent much time at his farm north of Oshawa or with his wife. , In making his decision to' step down Walter Beath did "Come ye thankful people, come", followed by the Lord's prayer. Mrs. E. Foster read the scripture. The same scripture that we will study at our regional meeting in Orono October 20th. Miss Stewart gave the devotional entitled,, "God and Canada". The roll call was, donate a towel for the kitchen or material for the bazaar. The topic was given by Mrs. : A. Tizzard. She chose The Atlantic Lobster as her subject. This was. most interesting. interesting. We enjoyed the canned canned lobster she served at lunch time. Church calendars are being ordered. The meeting closed with the hymn, "Now thank we all our God". Rev. Bessie Lane of Lindsay is to be the Speaker at our regional meeting meeting in Orono October 20th. A dainty lunch was served by Mrs. D. Wybénga, Mrs. A. Tizzard and our hostess. Beath, 61, started his municipal municipal political career in 1950 when he was elected to council of East Whitby. In making his announcement announcement Beath stated that council council had done a good job over the years and that he had been fortunate to work with good people.
