This final column column on the subject will deal with some of the recommendations recommendations made by those who appeared before the Committee Committee on Social Development during its public hearings in March. To begin, Ontario's Official Official Guardian felt that the term "abuse" should be legally defined to include emotional abuse, neglect and deprivation, as well as physical abuse. Cyril Greenland, a professor professor , in social work at McMaster University, who is an authority in the field, recommended that the function function of the Children's Aid Society should be clarified to ensure that its prime responsibility responsibility is child protection. In his opinion, the task of working working with families or helping ■, improve their parenting skills should be the responsibility , of another agency. Another witness recommended that social workers not primarily involved with children should be trained to recognize the signs of child abuse and be made aware of their legal responsibility for reporting it. As I mentioned in my first column on this subject, under the Child Welfare Act, all Ontario professionals are 'bound,by,law' to report to the Chiichrenîs Aid Society if they have reason to suspect a child is being abused. Some are afraid of the time-consuming procedures it may involve, | others fear the consequences of their reports turning out to be incorrect or there not being being enough evidence to prove the charges. A$ mentioned earlier, the Ontario Ministry of Community Community & Social Services has a child abuse registry which contains the names of abused children and those who are verified child abusers. Unfortunately, Unfortunately, the registry is not being used as fully as it might be, leaving many cases of verified abuse unrecorded according according to witnesses who appeared appeared before the committee. For this reason it was recom- ■ mended that the register be presented annually to the Legislature for examination. Another witness recommended recommended that children who testify in court against an alleged abuser would be en- titled to independent representation by a lawyer. Those children who are permanently injured as a result of abuse should, according according to the Ontario Association Association of Professional Social Workers, have the same access access to compensation as adults who are victims of crime. It was also recommended recommended that consideration be given to setting up a speciàl trust fund for victims of child abuse. I mentioned in my first column column about the various factors factors which place a child in a high-risk environment. The Registered Nurses' Association Association of Ontario recommended recommended that infants in a high risk environment should be automatically referred to a public health nurse who would make follow-up visits to the child's home to check on them. These are just a few of the "many recommendations made to the committee before it adjourned.
