The report proposes that all vehicle manufacturers who sell vehicles in the Canadian Canadian market be required by 1987 to have at least 60% Canadian content in those products sold here. In other • words, Japanese and European European automakers would be bound by the same conditions conditions that the U.S. automakers are under the North American Auto Pact. Such a move would mean , production of parts and even vehicle assembly in Canada thereby creating an estimated 21,000 jobs and adding some $870 rhillion to the Canadian economy. In return for the 60% requirement, off-shore automakers would be allowed duty-free access to the Canadian Canadian market, as U.S. producers producers are under the Auto Pact, I think the task force's recommendations represent a rational response to the dilemma in which the Canadian Canadian auto industry finds itself. We obviously cannot exclude all foreign competition competition and so a compromise is needed. Having off-shore automakers participate in the industry here as the U.S. producers producers do, seems a logical solution.. Recently 1 met with officers officers of the Oshawa & District Real Estate Board. We have a Council in Newcastle who will not "rock . the boat" and take a stand and refuse to collect taxes for the School Board in excess of ■ 6%. It's now up to the individual individual taxpayer. I for one am not willing to accept any tax bill which reflects any increase over 6% on my school taxes. 1 also will not consider my taxes being in arrears for. any such increase increase and am prepared to take action under' the new Canadian Constitution and Charter of Rights to prevent such discrijninaiion. During the constitutional negotiations of 1980, Ontario strongly supported the inclusion inclusion of property rights in the Charter of Rights and Freedoms.
