On the face of it, the decision would affect just one (among many) of Ontario's polluting pulp and paper mills. But looking carefully, it is clear that the impending Government action action (or inaction) will be a bellwether for environmental protection protection in Ontario. At issue are a pending, new con-, trol order and a compliance schedule for the mill, operated by Kimberly-Clark of Canada Limited, a wholly owned subsidiary of the U.S. giant, Kimberly-Clark Corporation. Corporation. The mill - long regarded as a noteworthy Lake Superior polluter - has been issued control orders dating back to 1979. It is our understanding that the mill has never fully met their requirements. With the existing control order expired (the mill is operating under a temporary extension) - and amid public expectation of a new, tough line by Environment Minister Jim Bradley - the company has 'cried poor.' It has threatened to close the mill (devastating the town's economy) if forced to undertake expensive expensive cleanup. We don't know if the claims of economic hardship are valid - to do so requires a thorough analysis of not only the subsidiary but also the financial dealings with the parent company. But we do know that the very resolve of the Ontario Government to environmental protection is at stake. Back in the spring, the On- . tario Government (through the Environment Environment Minister) made a number of policy announcements. Most notable of these was MISA - the Municipal and Industrial . Strategy for Abatement. Through this, the Ontario Government has finally (and com- mendably) taken the position that it's time to 'bite the bullet' - that a target of "virtual elimination" of persistent, toxic discharges should be set and that we must, progressively, progressively, work toward that target using the best available technology. The government recognized that this will require significant financial commitments by the Ontario Government, municipalities, a multitude, of industries and (ultimately) consumers alike. These are the foundations upon which the future direction of pollution control are to be based. But if we can't clean up even one of the truly noteworthy pollution situations, what hope is there of getting hundreds of others to invest major sums in 'best available technology'? A large audience - of other pulp and' paper operators, petrochemical, electroplating and other industries; as well as a host of rriinicipalities - is doubtless watching. watching. It doubtless includes good corporate citizens-firms which have invested huge sums in pollution control expecting their, competitive position to be protected. And it doubtless includes those who don't want to spend anything on abatement. abatement. That audience will be noting carefully the Government's decision and action (or inaction) on Terrace Bay. Apd if it notes inaction, then the precedent of Terrace Bay will come' trotting out time and time again. It's time for the Ontario Government Government to make its decision - a decision decision which will set the tone for environmental environmental protection in Ontario.
