Harare on Monday called for support from council to allow the Public Works department to post internally a job to bolster the engineering department of Public works. She said that at the present time such posting cannot be carried out as a previous resolution called for a report and review of staffing before any action was taken towards possible possible hiring. Further Counc. Harare said • it takes eight weeks to go through the process of hiring new staff and that during budget discussions all members of council had supported the need for additional staff so that both the Planning and Public Works departments could cope with the growth the Town was now being called bn to handle. She said.that actual hiring would not take place until after council , had received the Public Works report and review. I am only asking that the department be, allowed to post this ..position internally. The report, she said, would be available to council on April 21st. Counc. Hubbard said Harare ■ was in the same boat as she was with Planning. She said the Planning Planning Department could not move ahead until engineering was completed completed by the Public Works department department and that department, she said, was overloaded. Counc. Hubbard said it takes up •to six weeks just to get a building permit at the present time. "I think this is a crisis", she said. Mayor Winters asked if the job would be on a temporary basis to which Counc. Harare said the hiring hiring was due to the growth factor in the Town and if that drops off then there would be a lay-off. Council gave approval for the internal internal posting with the understanding understanding that the report and review would be undertaken on April 21st. Will consider reciprocal fire plan with Oshawa The Town of Newcastle is to consider consider a possible reciprocal fire agreement with Oshawa for extended extended fire protection in the Courfice area. The issue came before council in the final drafting of the 1987 budget. It had been proposed by the Town's Fire Department that a six- member permanent crew be 'considered 'considered for the Courtice fire station. This was cut to two permanent firefighters when at the Firday meeting the two were cut from the budget. Mayor Winters brought the reciprocal proposal to council and suggested they approach the City of Oshawa for discussion on such a proposât. , Counc. Harare agreed that it was a plan that should be considered. She said the Osliawa station was only only a short measure from the Cour- tjee area. Counc. Hubbard also pointed out in the discussion that Ontario Hydro was expecting the Town to provide a 4-member permanent fire-fighting team that would be available to Ontario Hydro when the new generating station goes into operation. * In the matter of the fire department department the Chief Administrative Officer Officer is to report to council with his views and report. During the budget discussions the Mayor asked that additional help for the clerk's department be struct from the budget and only be considered considered following the completion of the new administrative building. He said at that point there wouldn't be need tor lour recepuomms.
