She states that there are more than 100 Ontario communities that are waiting for a CHC and that the chronic under funding of these programs has forced 80% of existing CHCs to close their doors to new patients. In another article, Gary ' O'Conner (former Executive Director of AOHC) states that CHCs are experiencing experiencing three month waiting lists, cancellation of programs, programs, and high turnover of staff due to chronic under- funding. This under-funding is reflected in the fact that the last new CHC to receive aop- proval and funding was in 1999. No new CHCs have been established since then. I cannot pass judgement on the justification for this chronic under-funding but merely state that it does exist as a major barrier. In view of the lack of funding funding for this model--no matter how wonderful in pinciple, I can understand why so many other communities have decided to organize their own medical facility without government government help. Other communities communities like Brighton, Campbellford and Lakefield have decided not to wait indefinitely for a government handout. She concluded concluded in her report to council that the two companies do not fit the definition of 'Associated' for the purpose of the Income Tax Act, and therefore the Municipal Elections Act. Mayor Mutton having declared his pecuniary interest in the matter left the meeting and handed the chair to Councillor Jim Schell. In a recorded vote, councillors unanimously rejected Ward's request for the audit.
