Debate at the May 26th Regional Council meeting, on why the next Regional Chair should or should not be elected at large, was cut short by Councillor Marilyn Pearce. Pearce, the Mayor of Scugog put forward a motion to table the matter since there was insufficient support to carry it forward. Her motion carried. At the following Regional Council meeting, on June 16, Councillor Brian Nicholson of Oshawa put forward a motion to rescind Pearce's tabling motion. "We do a dis-service to Regional Council and our local councils when we do not take a clear position," stated Nicholson, after he made his motion. "Tabling the motion, is not taking a clear position," said Nicholson. "It's hiding behind a motion." Nicholson asked councillors to support his motion so the debate on how the Region should elect their next Chairperson would take place. Mayor John Mutton told councillors that the decision to change how the Region elects its Chairperson re-ceived unanimous unanimous support. "I think there is overwhelming public support for this," he stated. Nicholson's motion was lost in a vote of 15 opposed and 13 in favour. Councillor Shell voted against the rescind motion. At the following Regional Council meeting, July 7th, Nicholson put forward a motion that the Region of Durham establish a Task Force to review the current process of election for the Regional Chair and the role of the Chair, and report its findings before the end of this year. While councillors were debating the merits of Nicholson's suggested task force motion, Councillor Schell put forward a resolution to refer the entire issue to the next Regional Strategic Planning Session scheduled for March, April or May of 2005. The make up of the Regional Council and how the Chair person person is elected will be dealt with at that session.
